2001-29 Accepting Coastal Impact Assistance Program GrantA RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
ACCEPTING A COASTAL IMPACT ASSISTANCE PROGRAM GRANT, PROJECTED TO BE
APPROXIMATELY $ 190,000 AND IDENTIFYING HOW THE KODIAK ISLAND BOROUGH
INTENDS TO USE SUCH FUNDS
WHEREAS, the Kodiak Island Borough wishes to provide for addressing coastal issues and
needs; and
WHEREAS, Coastal Impact Assistance Program funds are being made available to coastal states
and municipalities to where oil and gas exploration and associated facilities are located; and
WHEREAS, the Kodiak Island Borough intends to use CIAP funds for some or all of the
following purposes, as referenced in the Local Funding Plan dated May 7, 2001, consistent with
categories of authorized uses identified by NOAA:
1. Update of the Kodiak Island Borough Coastal Management Program (KIBCMP) and
incorporation of the KIBCMP into a revised and updated Borough Comprehensive Plan.
2. Clean -up and removal of marine debris and abandoned vessels.
3. Restoration and enhancement of coastal water quality and stream habitat.
4. Assessment, mapping, and monitoring of coastal and marine resources.
5. Addressing coastal erosion and managing impacts of growth and development on
coastal and marine habitats.
6. Education programs addressing watershed protection, riparian habitats, tidal marshes,
and wetlands, as well as sanitation and landfill issues in the villages.
7. Onshore infrastructure projects, such as boat ramps that serve a public need.
NOW, THEREFORE, BE IT RESOLVED THAT THE KODIAK ISLAND BOROUGH ASSEMBLY hereby
authorize the Borough Manager to negotiate, execute, and administer all documents and contracts
required to obtain the CIAP funds being provided to the Kodiak Island Borough. The Borough
Manager is further authorized to manage the funds on behalf of the Borough, including the
execution of any subsequent amendments to the grant contract to allow for adjustments to the
project within the scope of services or tasks specified in the grant.
