2001-26 Fiber Optic CableKODIAK ISLAND BOROUGH RESOLUTION NO. 2001 -26 Introduced by: Manager Carlson Requested by: Assembly Drafted by: Manager Carlson Introduced: 05/03/2001 Adopted: 05/03/2001 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH URGING THAT A PROVISION BE MADE DURING THE PLANNING OF THE NATIONAL MISSILE DEFENSE PROGRAM FOR FIBER OPTIC CABLE ACCESS FOR ALASKAN COMMUNITIES WHOSE COMMUNITIES RESIDE ADJACENT TO ANY FUTURE FIBER OPTIC CABLE ROUTES WHEREAS, the Kodiak Island Borough has been working to diversify the local economy in order to maintain economic and social stability for the residents of Kodiak and the Kodiak Island villages; and WHEREAS, the technological revolution is on the cusp of creating economic opportunity for individuals and businesses in rural areas throughout the Nation; and WHEREAS, the key to diversified economic growth in rural Alaska is access to the Internet and the ability to quickly and reliably transmit information worldwide; and WHEREAS, the most reliable method of obtaining access to the global information network is a ground link to state -of- the -art fiber optic cables; and WHEREAS, the National Missile Defense Act of 1999 requires the Defense Department to develop a proposed missile defense system, which would include a fiber optic communication cable between Shemya and an as yet unidentified point on mainland Alaska; and WHEREAS, any such fiber optic cable route would be laid adjacent to, or in the vicinity of, the east side of Kodiak Island; and WHEREAS, the Kodiak Island Borough strongly desires that Alaskan coastal communities be provided with the opportunity to connect their communications infrastructurc to any fcdcrally funded fiber optic cable; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the Kodiak Island Borough is hereby requesting the assistance of Senator Ted Stevens, Senator Frank Murkowski, and Representative Don Young to contact the Secretary of Defense to urge that provisions be made during the planning of the National Missile Defense Program for fiber optic cable access for Alaskan communities whose communities reside adjacent to any future fiber optic cable route.
