A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
RATIFYING APPOINTMENTS TO THE KODIAK LAUNCH COMPLEX ADVISORY GROUP
WHEREAS, the Alaska Aerospace Development Corporation (AADC) Board of Directors
(Board) determined it appropriate for residents of Kodiak to form an advisory committee to
ensure that residents were informed of ongoing projects at the Kodiak Launch Complex and
the advisory committee would provide feedback and citizens' concerns to the AADC Board;
and
WHEREAS, the Kodiak Launch Complex Advisory Group (KLCAG) was created and
membership ratified by the Kodiak Island Borough Assembly on June 5, 1997; and
WHEREAS, the terms of those seats have since expired and there is interest by the Kodiak
community and AADC in continuing the KLCAG; and
WHEREAS, the AADC Board met with the Kodiak Island Borough Mayor and City of Kodiak
Mayor to discuss the continuation and restructuring of the KLCAG; and
WHEREAS, the Kodiak Island Borough Mayor directed the Borough Clerk's office to advertise
vacancies on the KLCAG to which thirteen applicants responded; and
WHEREAS, at its work session of January 11, 2001, the Assembly formed a task force
consisting of Pam Foreman, Mike Machulsky, and Assemblymembers Greg Razo and Darlene
Turner who met and determined by consensus that the Assembly should ratify the new
member appointments by resolution and future appointments would be the responsibility of
the KLCAG; and
WHEREAS, the KLCAG's current bylaws dictate that: 1) an "appointing committee"
consisting of the Executive Director of AADC, the Borough Mayor, and Presiding Officer of the
Assembly shall appoint advisory group members and shall be ratified by a majority vote of the
Kodiak Island Borough Assembly; 2) members shall serve for a term of three years, with the
initial appointments staggered so that one -third of the members will be appointed each year;
and 3) the regular term of a member shall commence on July 1 of the year the appointment
and shall expire on June 30 of the year the term expires; and
WHEREAS, A. Pursuant to an AADC Board directive the KLCAG bylaws were to reflect that
the mission of this group was: 1) Accountable to the AADC Board of Directors and, 2) To
advise the AADC Board in order to optimize business efficiency and serve as a conduit for
information between AADC and the Kodiak community. (AADC Board of Directors meeting
minutes of May 24, 1999)
B. The group will hold quarterly meetings at a place designated by the chairman
of the advisory group.
C. Provide the AADC Board input on ways of maximizing the efficiency of the

Kodiak Launch Complex (KLC) and its economic benefit to the community.
D. Participate in informational briefings by AADC staff and advise the AADC
Board with respect to community feedback and concerns about the KLC.
E. Perform such duties and services as may be requested by the AADC Board;
and
WHEREAS, the Kodiak Island Borough Assembly requests the KLCAG amend their Bylaws
to reflect that: 1) any reference to appointments by the Kodiak Island Borough Mayor and
ratification by the Assembly be removed; and 2) upon the expiration of the regular term of a
member, the KLCAG shall advertise the vacancy and appoint its new members;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
THAT:
Section 1: Pursuant to the KLCAG's bylaws, the KLCAG shall consist of 15 members
including one seat each to be assigned to the Kodiak Island Borough Mayor, a
Kodiak Island Borough Assembly member, the City of Kodiak Mayor, and a City
of Kodiak Council member. The remaining members shall be residents of the
Kodiak Island Borough.
Section 2: The following applicants are ratified to the KLCAG for terms to expire:
