2000-34 Consolidation of Emergency/Fire ServicesKODIAK ISLAND BOROUGH RESOLUTION NO. 2000 -34 Introduced by: Assemblymember Heinrichs Requested & Kodiak Road System Fire Drafted by: Protection District Task Force Introduced: 11/02/2000 Adopted: 11/02/2000 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH URGING THE FIRE PROTECTION AREA NO. 1 BOARD AND THE WOMENS BAY SERVICE AREA BOARD TO PARTICIPATE IN THE PROCESS NECESSARY TO COMPLETE FUNCTIONAL CONSOLIDATION OF THE KODIAK ISLAND ROAD SYSTEM EMERGENCY AND FIRE PROTECTION SERVICES WHEREAS, the Kodiak Island Borough and the City of Kodiak jointly appointed the Kodiak Road System Fire Protection District Task Force in the spring of 1997 to explore the formation of a unified fire and emergency services district that would serve the entire Kodiak Island road system; and WHEREAS, upon receipt of the Unified Road System Fire District Project Report from the Kodiak Road System Fire Protection District Task Force, both governing bodies agreed to fund a contract to have professional review and report of the possibilities of consolidating fire and emergency services on the Kodiak Island road system; and WHEREAS, a contract was entered into in 1999 with the Emergency Services Consulting Group to study fire protection on the Kodiak Island road system; and WHEREAS, that study evaluated the current system and, based on its finding, prepared an operational fire protection model that will consolidate the existing fire protection areas into one; and WHEREAS, as a result of the study, the Kodiak Island, Alaska Regional Emergency Service Strategies Report was delivered to the Kodiak Island Borough and the City of Kodiak in the fall of 1999; and WHEREAS, the Kodiak Island, Alaska Regional Emergency Service Strategies Report contains a number of recommendations that could lead all fire departments on the Kodiak Island road system to functional consolidation; and WHEREAS, both political bodies established a Consolidated Fire Services Task Force to review the Kodiak Island, Alaska Regional Emergency Service Strategies Report and to recommend ways to begin the consolidation process for creating a single fire and emergency services protection system for the Kodiak Island road system; and Kodiak Island Borough, Alaska Resolution No. 2000 -34 Page 1 of 2 WHEREAS, one step towards this goal of one fire service is functional consolidation which includes issues related to dispatch, training, equipment types, facilities, and policies and procedures manuals within all three fire departments; and WHEREAS, acknowledgment of the Kodiak Island, Alaska Regional Emergency Service Strategies Report and its recommendations gives all three fire departments a clearer understanding of the direction of the governing bodies as it pertains to creating a consolidated fire and emergency services system; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the Fire Protection Area No. 1 Board and the Womens Bay Service Area Board are urged to work in cooperation with the City of Kodiak Fire Department to begin the process necessary to complete functional consolidation, and to further participate in the planning process for consolidation. NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the following items will be considered in functional consolidation: ATTEST: Standardization of policies and procedures for fire, rescue, and EMS services. Standardization of firefighter and officer qualifications. Integration of teaching curricula and programs, including scheduling and teacher qualifications. Standardization of equipment and terminology. Implementation of a standard incident management system.
