A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
OPPOSING STATEWIDE BALLOT MEASURE 4
(LIMITING PROPERTY ASSESSMENT AND TAXATION TO 10 MILS)
WHEREAS, Ballot Measure 4, if approved by the voters at the November 7, 2000 general election, ould
put in place a 10 mil tax cap that would limit property assessment and taxation by municipalities throw hout
Alaska; and
WHEREAS, a 10 mil tax cap would deny future voters the right to determine the level of services an any
new facilities that they wish or desire to pay for by disallowing the right to vote on the bonds for any new
capital construction including schools; and
WHEREAS, a 10 mil tax cap would limit increases in assessed value of individual properties to the CPI but
limited to no more than two percent per year even if property values appreciated at a different rate; and
WHEREAS, a 10 mil tax cap would, over time, ensure that taxpayers with identical properties would pay
different tax rates and hence become an unfair and inequitable process; and
WHEREAS, the 10 mil tax cap must include the mil rate levied in service areas for other services
therefore, this initiative would deny service area residents the right to vote to pay more for services
and above the general areawide tax rate and over the proposed 10 mils even if they want additional
services; and
WHEREAS, the Kodiak Island Borough relies upon property tax as the primary method of deriving reve ue,
with the majority of the revenue funding education; and
WHEREAS, the initiative restricts and reduces revenue and negatively will impact schools and other I•cal
government services;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that vo ers
are urged to reject a statewide property tax cap that would deny the voters in Kodiak the right to set the
tax rate appropriate for Kodiak and would effectively stop all schools, and any other facilities construct on,
and would create an inequitable and unfair system of taxation in which property owners with like grope y,
would pay different amounts of property tax for the same services.
