2000-25 Trawl Fishing NMF CommitmentKODIAK ISLAND BOROUGH RESOLUTION NO. 2000 -25 CITY OF KODIAK RESOLUTION NO. 2000 -23 Introduced by: Mayors Stevens and Floyd Requested by: Mayors Stevens and Floyd Drafted by: Borough Manager Jensen Introduced and Adopted by KIB: 08/03/2000 Introduced and Adopted by City: 08/10/2000 A JOINT RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AND THE COUNCIL OF THE CITY OF KODIAK SUPPORTING THE TRAWL FISHING INDUSTRY AND REQUESTING A COMMITMENT FROM THE NATIONAL MARINE FISHERIES SERVICE TO COMPLETE AN ADEQUATE FISHERY MANAGEMENT BIOLOGICAL OPINION ON OR BEFORE OCTOBER 31, 2000 WHEREAS, the Kodiak Island Borough and the City of Kodiak recognize the economic importance of the trawl fishing industry to the community of Kodiak; and WHEREAS, the trawl fleet directly generates an average ex- vessel value to trawl fishers of over $28,000,000 annually; and WHEREAS, the trawl industry indirectly generates up to 4,000 jobs from trawl- caught product landed in Kodiak, representing over 68 percent of the total pounds of all species of fish landed in Kodiak; and WHEREAS, the Kodiak Island Borough and City of Kodiak receive tax revenues in the form of local severance tax, state raw fish tax, and other tax revenues directly attributable to the trawl fisheries in excess of $1,000,000 annually; and WHEREAS, the recent directive of the U.S. District Court in Seattle to suspend trawl fisheries in critical habitat areas defined for Stellar Sea Lions in Alaskan waters will remain in effect until the National Marine Fisheries Service (NMFS) completes a fishery management biological opinion for fish species and marine mammals; and WHEREAS, the bulk of the commercial species reside within 20 nautical miles of shore in the Gulf of Alaska, which coincides with the area closed to trawling by the U.S. District Court in Seattle, and WHEREAS, residents of the Kodiak Island Borough, the City of Kodiak, and Gulf fishermen may be deprived of substantial income and fishermen may not be able to safely fish outside the 20 mile closure; and Kodiak Island Borough, Alaska City of Kodiak, Alaska Resolution No. 2000 -25 Resolution No. 2000 -23 Page 1 of 2 WHEREAS, the NMFS has through the Agency director indicated a desire to complete a fishery management biological opinion by October 31, 2000, with the intention of satisfying the directive of the U.S. District Court. NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AND COUNCIL OF THE CITY OF KODIAK THAT, Section 1: Section 2: The Assembly of the Kodiak Island Borough and the Council of the City of Kodiak request that whatever resources required to meet the stated date of completion be utilized by NMFS.
