2000-24 Oil Spill Response Equipment ConstructionKODIAK ISLAND BOROUGH RESOLUTION NO. 2000 -24 Introduced by: Manager Jensen Requested by: Community Development Drafted: Community Development Director Introduced: 08/03/2000 Adopted: 08/03/2000 A RESOLUTION AUTHORIZING THE DISPOSAL OF EQUIPMENT AND MATERIALS REMAINING FROM THE KODIAK ISLAND BOROUGH OIL SPILL RESPONSE EQUIPMENT CONSTRUCTION PROJECT OF 1989 AND OIL SPILL CONTAINMENT BOOM WHEREAS, in 1989, as a result of the Exxon Valdez oil spill, the Kodiak Island Borough implemented an oil spill response equipment construction project, and in 1990 the Borough received 5,000 feet of oil spill containment boom from Alyeska; and WHEREAS, the remaining materials from the construction project have been stored in various locations along the Kodiak road system, and the containment boom has been stored at the Kodiak Island Borough landfill; and WHEREAS, the most effective role the Kodiak Island Borough can play in oil spill response activities is TO facilitate response planning and preparedness; and WHEREAS, the Kodiak Island Borough does not have the personnel to engage in direct oil spill response activities; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT the remaining equipment and materials from the Kodiak Island Borough oil spill response construction project, and the oil spill containment boom stored at the Kodiak Island Borough landfill, are declared surplus to the Borough's needs. These items are to be disposed of by offering the items in the following order: 1. to other governmental agencies (e.g. municipalities in the Kodiak Island Borough, USCG) that may engage in oil spill response activities (at no cost); 2. to non - profit organizations (e.g. local fishing organizations, oil spill cooperatives with members in the Kodiak Island Borough) that may engage in oil spill response activities (at no cost); 3. to any private person or organization (by sealed bid).
