2000-19 Wildlife Refuge Comprehensive PlanKODIAK ISLAND BOROUGH RESOLUTION NO. 2000 -19 Introduced by: Manager Jensen Requested by: Manager Jensen Drafted: Community Development Department Introduced: 07/06/2000 Adopted: 07/06/2000 A RESOLUTION OF THE KODIAK ISLAND BOROUGH IDENTIFYING UNRESOLVED ISSUES IN THE REVISION OF THE KODIAK NATIONAL WILDLIFE REFUGE COMPREHENSIVE CONSERVATION PLAN WHEREAS, the Kodiak Island Borough Assembly adopted Resolution 99 -21 on September 28, 1999 opposing further access restrictions to the land and waters of the Kodiak National Wildlife Refuge; and WHEREAS, the U. S. Fish and Wildlife Service held a public workshop in Kodiak on March 8, 2000 to discuss identified "preliminary alternatives" to be included in the Kodiak National Wildlife Refuge Comprehensive Conservation Plan revision process; and WHEREAS, none of the identified alternatives contain a set of management actions that reflect the comments and direction urged by the Kodiak Island Borough Assembly, and community residents attending the public workshop; and WHEREAS, those attending the public workshop were informed that comments on the preliminary alternatives were to be limited to comments on each of the identified alternatives, and not on a selection of management alternatives that might best represent the views of the participants; and WHEREAS, the Kodiak Island Borough supports none of the identified alternatives as they are designed, because they all contain some objectionable management alternatives; and WHEREAS, the Kodiak Island Borough believes it is essential that the U. S. Fish and Wildlife Service develop and consider an alternative that responds to issues raised by the Assembly and residents of the Kodiak region; and WHEREAS, the Kodiak Island Borough has reviewed the comment letter from the State of Alaska to the U. S. Fish and Wildlife Service, dated March 29, 2000, which represents the consolidated views of state agencies; and WHEREAS, the Kodiak Island Borough agrees with the comments in the state's letter, especially the need for the U. S. Fish and Wildlife Service to resolve current and potential issues prior to finalizing the Kodiak National Wildlife Refuge Comprehensive Conservation Plan; Kodiak Island Borough, Alaska Resolution No. 2000 -19 Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the U. S. Fish and Wildlife Service develop and analyze an alternative, as part of the revision process for the Kodiak National Wildlife Refuge Comprehensive Conservation Plan, that includes: *maintenance of public access to Refuge lands and waters; *limited restrictions on the public use of Refuge lands and waters; *maintenance of cabins acquired as a result of private land acquisition; *opportunity for commercial operators to develop reasonable support activities /structures; *elimination of the wilderness recommendation established in the prior comprehensive conservation plan, and exclusion of other "special designations" (e.g. wild fish sanctuaries, research natural areas, and wild and scenic rivers) for Refuge lands and waters. BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the U. S. Fish and Wildlife Service is urged to work with the State of Alaska to resolve the issues identified in their letter of March 29, 2000.
