A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH SETTING
OUT A RECOMMENDED PROCESS ADDRESSING CONCERNS OF THE GROUNDFISH
HARVESTERS, PROCESSORS, AND THE LOCAL COMMUNITY ON FUTURE
REGULATIONS PROMULGATED BY THE NATIONAL MARINE FISHERIES SERVICE
WHEREAS, the Kodiak Island community participates in the groundfish harvest and urges
that consideration of implementing a rational program in the Gulf of Alaska be done with
the full participation of harvesters, processors, and the affected communities; and
WHEREAS, the National Marine Fisheries Service regulations have closed down near
shore areas to pollock fishing and have spread the fishery out by time and area; and
WHEREAS, federal law has created an experimental program in the Bering Sea pollock
fisheries to allow for fishery cooperatives between eligible harvesters and processors of
pollock; and
WHEREAS, there are legislative proposals being discussed by industry participants to
form such fishery cooperatives, and these proposals are controversial in nature because
they involve some form of limitation with respect to the eligibility to process pollock and
other species in the Gulf of Alaska; and
WHEREAS, the Magnuson- Stevens Fishery Conservation and Management Act contains
national standards and guidelines for rationalizing the fishery resources in Alaska on a fair
and equitable basis, and creates a public forum in the North Pacific Fishery Management
Council to ensure that all current and future industry participants are afforded due
process in the allocation of fisheries resources; and
WHEREAS, the Borough does not have the authority nor expertise to make decisions
on the fair and equitable treatment among competing interests;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that all issues related to the eligibility to participate in the groundfish
processing sector should be fair and equitable, and resolved in accordance with the
national standards contained in the Magnuson- Stevens Act and that the resolution of
such eligibility issues should be the result of a deliberate, public process in both the
United States Congress and the North Pacific Fishery Management Council.

BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
that the Kodiak Island Borough Assembly urges the North Pacific Fishery Management
Council to coordinate and conduct an economic analysis of the effect prior to any
decisions relating to participating in groundfish processing.
