A RESOLUTION RATIFYING AND CERTIFYING THE RESULTS
OF THE MUNICIPAL ELECTION HELD OCTOBER 5, 1999
WHEREAS, the Kodiak Island Borough held a Regular Election on October 5, 1999,
at which time candidates for the following offices to be filled were voted
Borough Assembly - Three (3) three -year terms
Borough Assembly - One (1) three -year term
School Board - Two (2) three -year terms
Bay View Road Service Area - One (1) three -year term
Monashka Bay Road Service Area - One (1) three -year term
Service Area No. 1 - Three (3) three -year terms
Womens Bay Service Area - Three (3) three -year terms
Fire Protection Area No. 1 - Two (2) three -year terms
WHEREAS, the Canvassing Board of the Kodiak Island Borough met on October 13,
1999, and tallied the votes of Questioned Ballots and Absentee Ballots together with
votes counted on election night; and
WHEREAS, the tallies as recorded by the Canvass Board are as follows:

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Assembly finds that the Municipal Election of October 5, 1999, was
validly held and hereby ratifies and certifies the results of the election.
Section 2: In the Borough -wide election for Assembly, Tom Abell, Tuck Bonney and
Darlene Turner were elected to three -year terms each, having received
the highest vote tallies.
Section 3: In the Borough -wide election for Assembly, Greg Spalinger was elected
to a one -year term, having received the highest vote tally.
Section 4: In the Borough -wide election for School Board, Jack McFarland and Jeff
Stephan were elected to three -year terms each on the Board of
Education, having received the highest vote tally.
Section 5: In the Bay View Road Service Area, Reed Oswalt and Fred Roberts, who
each received three write -in votes, currently serve on the Board. Gayle
Gray, Jim Schauff, and Bill Yovino each received two write -in votes.
Gale Gray declined the seat and Bill Yovino is not a registered voter in the
service area. Jim Schauff was elected to serve a three -year term on the
board.
Section 6: In the Monashka Bay Road Service Area, Mark Withrow, who received
the highest write -in vote tally, declined the seat. Darlene Turner, who
received three votes, declined the seat. Jeff Hamer and Ed Randolph
each received three write -in votes, to be decided by lot. Decided by lot,
Jeff Hamer was elected to a three -year term on the board.

Section 7: In Service Area No. 1, Scott Arndt, Kaye McClain, and Kevin Arndt were
elected to three -year terms on the board, having received the highest
write -in vote tally.
Section 8: In the Womens Bay Service Area, Fred Waltman II was elected to a three -
year term on the Board. Linda Estes, Edward Gondek, and Mike
Wilcheck, who received the next highes vote tallies respectively,
currently serve on the board. Dave Heuman, Linda Hinson, and Chris
Nielsen tied with four write -in votes each to be decided by lot. Decided
by lot, Linda Hinson, was elected to a three -year term on the board.
Section 9: In Fire Protection Area No. 1, Scott Arndt was elected to a three -year
term on the board, having received the highest write -in vote tally. Rob
Greene and Eric McFarlin each received 10 write -in votes, to be decided
by lot. Decided by lot, Eric McFarlin was elected to a three -year term on
the board.
