1999-19 Supporting Conservation/Reinvestment ActKODIAK ISLAND BOROUGH RESOLUTION NO. 99 -19 Introduced by: Requested by: Drafted by: Introduced: Adopted: Assembly Mayor Stevens Jerome Selby 09/28/99 09/28/99 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH SUPPORTING THE CONSERVATION AND REINVESTMENT ACT OF 1999 (H.R. 701 AND S. 25) WHEREAS, Congressman Young introduced H.R. 701, the Conservation and Reinvestment Act of 1999, which would direct about $150 million annually in new federal dollars to local governments and state agencies in Alaska for coastal impact assistance, outdoor recreation, and wildlife conservation programs; and WHEREAS, Senator Murkowski recently introduced similar legislation in the Senate, also called the Conservation and Reinvestment Act or S. 25; and WHEREAS, these bills would provide major social, economic and environmental benefits to Alaskan communities; and WHEREAS, municipal assistance and revenue sharing programs at the state level are declining, while the need for public services is dramatically increasing; and WHEREAS, the Conservation and Reinvestment Act would help fill this critical funding gap; and WHEREAS, communities in Alaska would be eligible for up to $50 million a year in coastal impact assistance funding, which could be used to meet a broad range of local needs; and WHEREAS, communities would also be eligible for outdoor recreation funds from the state's side of the Land and Water Conservation Fund, which can be used to build facilities such as ball fields, trails, and picnic areas; and WHEREAS, these facilities enhance the quality of life in Alaska for our kids and are part of a healthy lifestyle for Alaskan families; and WHEREAS, the Conservation and Reinvestment Act would also provide funding for wildlife conservation programs, ensuring that Alaska's wildlife remains abundant for subsistence, sport, and commercial users; and Kodiak Island Borough, Alaska Resolution No. 99 -19 Page 1 of 2 WHEREAS, healthy wildlife populations are important to sustaining Alaska's growing tourism industry, which provides jobs for many Alaskans; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the Kodiak Island Borough Assembly supports H.R. 701 and S. 25 and urges Senator Ted Stevens to join Congressman Don Young and Senator Frank Murkowski in promoting this landmark legislation.
