A RESOLUTION SUPPORTING THE RESURFACING OF THE
PAVED "ENDS" OF REZANOF DRIVE
AND A PRIORITY LISTING OF ITEMS FOR INCLUSION
IN THE PASAGSHAK ROAD SPOT IMPROVEMENT PROJECT
WHEREAS, as part of the State of Alaska Department of Transportation and Public
Facilities (Department) "Needs List" and "State Transportation Improvement Program"
development processes, the need to resurface the paved "ends" of Rezanof Drive has
been repeatedly brought to the attention of the Department; and
WHEREAS, the rating system used by the Department to rank transportation
improvement projects gives additional points for a project supported by an adopted
resolution of the local government; and
WHEREAS, the paved "ends" of Rezanof Drive that were not included in the previous
Rezanof Drive resurfacing project have steadily deteriorated; and
WHEREAS, the Kodiak Island Borough has advised the Department that resurfacing
the ends of Rezanof Drive clearly meets the Departmental policy directing, as the
highest priorities, the rehabilitation of existing transportation infrastructure to preserve
facilities and /or reduce state maintenance costs; and
WHEREAS, the Pasagshak Road Spot Improvement Project has been delayed until the
summer of 1999 to allow for the identification of all necessary "spot improvements"
to the road; and
WHEREAS, the funding available for the project is approximately $900,000.00 and
the cost of the improvements in the identified locations now appears to exceed the
funds available;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the resurfacing of the paved ends of Rezanof Drive that were not
included in the resurfacing project previously completed is fully supported.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that it is recommended the following priority order for the funding
of "spot" improvements as part of the Pasagshak Road Spot Improvement project be
established:

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Assembly of the Kodiak
Island Borough urges the Department of Transportation and Public Facilities to bid the
Pasagshak Road Spot Improvement project this winter for construction in 1999 and
to include all of the identified priorities as additive alternatives for bidding purposes.
ATTEST:
1. turning radius improvements to the switchback leading to Narrow
Cape from Pasagshak Valley;
2. intersection improvements at the Pasagshak /Chiniak Highway turnoff;
3. hazard (rock outcrop) removal from the Pasagshak Road right -of -way
near the mouth of the Pasagshak River;
4. Pasagshak Road improvements near Lake Rose Tead, specifically to
clear and lower the stream bed adjacent to the road, rather than
realigning or raising the road bed.
5. roadbed improvements near the crest of Pasagshak Pass to
reduce /eliminate glaciation and rutting;
6. replacement of the culvert at Bear Paw Ranch;
7. replacement of the cattle guard at the top of the hill past the
switchback leading to Narrow Cape;
8. drainage and culvert improvements on the last hill leading to Fossil
Beach to reduce /eliminate glaciation and rutting.
