1998-31 Failed VFW FacilityKODIAK ISLAND BOROUGH RESOLUTION NO. 98 -31 Introduced by: Mayor Selby Requested by: Mayor Selby Drafted by: Mayor Selby Introduced: 10/01/98 Public Hearing: 10/01/98 Failed: 10/01/98 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AGREEING TO PARTICIPATE IN THE RELOCATION OF THE VETERANS OF FOREIGN WARS (VFW) FACILITY WHEREAS, the VFW facility is located on land leased from the Kodiak Island Borough; and WHEREAS, the Borough has just completed a long -term landfill plan that would use a significant portion of the land currently leased by the VFW, including the building site, for landfill purposes; and WHEREAS, the VFW has expressed aniterest in relocating closer to downtown Kodiak; and WHEREAS, there is a significant value to the b \ildings and lease currently owned by the VFW; and WHEREAS, there is an additional, very significant, v ue to the community to use this land for future landfill instead of finding land and ope mg a new landfill that, due to Environment Protection Agency (EPA) requirements, w Id cost $5 -$10 million; and WHEREAS, these expenses are long -term landfill manament and development costs; and WHEREAS, there would be a real economic boost to Kodiak if a convention center that could seat 300 to 400 people were available in the community; and WHEREAS, the VFW has expressed a willingness to manage and maintain a large community convention facility as part of the relocation of the VFW facilities; and WHEREAS, the Kodiak Chamber of Commerce study of a convention facility indicated that an arrangement of this nature would make the convention facility viable to Kodiak; and WHEREAS, a well- managed convention facility can bring several million dollars of additional business to Kodiak each year; and Kodiak Island Borough, Alaska Resolution No. 98 -31 Page 1 of 2 W I REAS, a necessary relocation cost can result in a community facility that builds the 4diak economy; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that in recognition of the need to relocate the VFW facility and the opportunity 'to add a convention facility, to participate in the relocation of the VFW /Convention Center facility in an amount not to exceed $2.3 million with the clear understanding that the land and building will revert to the Kodiak Island Borough if the VFW defaults or abandons the building. NOW THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that staff is directed to prepare all documents and return documents to the Assernbly in a timely manner for decisions that would allow the relocation to be achieved as soon as possible.
