A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
CANCELING THE COMPUTER SOFTWARE ACQUISITION CONTRACT
WITH HTE, INC.

WHEREAS, the Kodiak Island Borough and the Kodiak Island Borough School District
staff went through an extensive process of selecting a new year 2000 and beyond
software package for replacement of the current Kodiak Island Borough and School
District software, which was not useable beyond the year 2000; and
WHEREAS, HTE, Inc. represented that it could provide integration of information; and
WHEREAS, the Kodiak Island Borough assembly authorized the acquisition of the
software from HTE, Inc. ;and
WHEREAS, the HTE, Inc. software was loaded for use by the Kodiak Island Borough
School District effective July 1, 1997; and
WHEREAS, that software has not performed according to the specifications required
by the Kodiak Island Borough and the Kodiak Island Borough School District as
identified in the request- for - proposal process; and
WHEREAS, the HTE, Inc. staff has been unable to make the software result in a
balanced financial statement for any month since July 1997 without excessive
additional work to attempt to balance; and
WHEREAS, the Kodiak Island Borough School District staff has documented an
extensive list of items and multiple requests to address these items; but to date, HTE,
Inc. has been unable to address many of these requests with the most significant
being the inability to balance the general ledger and to effectively integrate
information; and
WHEREAS, HTE, Inc. has been formally notified of the non - performance on this
contract on three (3) occasions; and
WHEREAS, the HTE, Inc. newsletter, Solutions, acknowledges that 40% of all
software implementations by American governments are canceled at some point during
the development cycle; and

WHEREAS, the Kodiak Island Borough School District has concluded that HTE, Inc.
cannot deliver a working software package that meets the specifications and
requirements of the Kodiak Island Borough School District; and the District has no
choice but to acquire new software that will meet its requirements; and
WHEREAS, the Kodiak Island Borough has recently learned that the HTE, Inc. INFISYS
software is not performing and is not balancing the general ledger at any of the user
sites where it has been installed; and
WHEREAS, the Kb Systems and DDSI software, which is partially loaded and is in use
by the Borough Assessing Department, has been acquired by HTE, Inc. since the date
of the Borough contract with HTE, Inc.; and
WHEREAS, the Kb Systems and DDSI software is, to date, working as specified for
the Borough tax programs;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the contract with HTE, Inc. for acquisition of new software for the
Kodiak Island Borough and the Kodiak Island Borough School District is hereby
canceled due to lack of performance by HTE, Inc., with the exception of the Kb
Systems and DDSI software that will be retained.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that the Borough staff is directed to give every effort to make a
smooth disengagement and return of all software, except the Kb Systems and DDSI
software, to HTE, Inc. to recover as much funds as possible; and for the Borough to
continue with the New World software program as updated for use in the year 2000
and beyond.
