1998-15 Approving KIBSD Budget FY1999KODIAK ISLAND BOROUGH RESOLUTION NO. 98 -15 Introduced by: Mayor Selby Requested by: Kodiak Island Borough School Board of Education Drafted by: Mayor Selby Introduced: 04/16/98 Public Hearing: 04/16/98 Adopted: 04/16/98 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH APPROVING THE FISCAL YEAR 1999 KODIAK ISLAND BOROUGH SCHOOL DISTRICT BUDGET AND DETERMINING THE TOTAL AMOUNT OF FUNDS TO BE MADE AVAILABLE FROM LOCAL SOURCES WHEREAS, Kodiak Island Borough Code of Ordinances 3.08.030B specifies that the borough school board shall submit the school budget for the following school year to the borough assembly by March 31 for approval; and WHEREAS, within thirty days after receipt of the budget, the assembly shall determine the amount of money to be made available from local sources for school purposes and shall furnish the school board with a statement of the sum to be made available; and WHEREAS, the Kodiak Island Borough School District did on March 30, 1998 approve the fiscal year 1999 budget in the amount of $22,767,206 and transmit this to the Kodiak Island Borough Assembly; and WHEREAS, the budget requests that a total of $5,635,841 of new local appropriation and additional in -kind services be appropriated from local sources; and WHEREAS, the Kodiak Island Borough Assembly encourages the Kodiak Island Borough School District to continue to develop an increasing relationship for courses at the Kodiak College and is making an incentive grant available for this purpose in addition to the approved budget; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: The Assembly accepts the planned scope of work for the fiscal year 1999 budget with emphasis to be placed on the following: a. maximum educational achievement for each student, including village students and English as a second language students; b. An emphasis on quality of education throughout the entire curriculum; c. maximum involvement and utilization of parents, volunteers, and business personnel in the classrooms; d. purchase of textbooks and necessary supplies for each student; and Kodiak Island Borough, Alaska Resolution No. 98 -15 Page 1 of 3 e. complete maintenance on all facilities with an emphasis on preventative maintenance. Section 2: In order to complete the scope of work identified in Section 1, the Assembly approves the fiscal year 1999 Kodiak Island Borough School District budget in the amount of $22,767,206, based on the projected fiscal year 1999 funding by the State of Alaska, and hereby authorizes funds appropriated in the Kodiak Island Borough fiscal year 1999 budget for the fiscal year 1999 Kodiak Island Borough School District budget as follows: FUNDS MILLS $5,635,840 7.04 New local appropriation 845,970 1.06 In -kind service 427,955 .53 Use of school district fund balance 20,000 .03 Education incentive grant $6,929,765 8.66 Total local appropriation to school district operations 239,030 .30 School debt service 303,480 .38 School capital projects 542,510 .68 Total local appropriation to school district capital projects $7,472,275 Section 3: The Kodiak Island Borough School District Board of Education and staff are requested to make every effort to reduced spending wherever possible and still complete the scope of work identified in Section 1. Section 4: The Borough staff is hereby instructed to notify the School District of this action and take all steps necessary to ensure that the local appropriation is included in the fiscal year 1999 Kodiak Island Borough budget.
