A RESOLUTION URGING THE GOVERNOR AND THE ALASKA LEGISLATURE
TO SUPPORT THE UNIVERSITY OF ALASKA BOARD OF REGENTS'
RESOLUTION REGARDING STATE FINANCES
WHEREAS, providing an education, including higher education advanced degrees, is
one of the most important things that the Alaska Constitution assures that the State
of Alaska will provide for its citizens; and
WHEREAS, funding reductions to the University of Alaska during the last ten years
have made it extremely difficult for the University of Alaska Board of Regents to
accomplish the mission of the University; and
WHEREAS, these reductions have had direct impacts on many communities across
Alaska, including Kodiak, through a 13.6% reduction of general fund moneys for the
School of Fisheries and Ocean Sciences resulting from the early Retirement Incentive
Program (RIP), a 10% reduction to the Geophysical Institute, and a 10% reduction to
the Cooperative Extension Service. In addition to the RIP, there was a 2.6% across
the board reduction to the entire University's fiscal year 1998 budget; and
WHEREAS, these reductions are impacting the availability of classes and degrees for
Alaskans as well as others who would come to Alaska to attend the University if these
courses were still available; and
WHEREAS, this causes an additional decline of funding for the University through the
loss of student tuition and fees; and
WHEREAS, the University of Alaska Board of Regents has submitted a budget request
for $ 171,100,000 of general fund support for fiscal year 1999 in order to accomplish
the mission of the University of Alaska;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Alaska Legislature and the Governor are urged to support and fully
fund the budget request of the University of Alaska Board of Regents and support the
resolution regarding state finances as adopted by the Board of Regents on February
20, 1998.

NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that a copy of this resolution be submitted to the Board of
Regents, the state of Alaska Legislature, and the governor of the state of Alaska.
