1998-06 Immigration and Naturalization ServiceKODIAK ISLAND BOROUGH RESOLUTION NO. 98 -06 Introduced by: Mayor Selby Requested by: Filipino American Association of Kodiak Drafted by: Mayor Selby Introduced: 03/05/98 Adopted: 03/05/98 A RESOLUTION URGING THE IMMIGRATION AND NATURALIZATION SERVICE TO OPEN AN OFFICE IN KODIAK WHEREAS, the Center for Immigration Studies, a Washington, D.C. group, has placed the Kodiak Island Borough in the top four percent of counties nationwide in its 1996 list of hot spots for immigration; and WHEREAS, members of the Filipino- American community of Kodiak have requested an Immigration and Naturalization Service (INS) office for many years; and WHEREAS, there are now several cultural groups from several nations with residents in Kodiak who need the assistance that can be provided by a local INS office; and WHEREAS, in the past, many of the community members have assisted friends, neighbors, and other community member with the naturalization process as a volunteer service, but the need for assistance has far outstripped the capabilities of a voluntary system; and WHEREAS, many of the naturalization concerns are quite complicated and must be resolved in either Anchorage of Seattle with the assistance of an INS officer; and WHEREAS, an INS office would provide a better opportunity for people to become United States citizens and enjoy the full benefits of citizenship; and WHEREAS, the current access to an INS office is very limited, due to the requirement to fly to Anchorage for assistance; and WHEREAS, the INS representatives currently visit Kodiak twice yearly, only to sear in new citizens; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the Immigration and Naturalization Service is urged to open a full -time, year round office in Kodiak for the purpose of dealing with the many issues needed by the immigrants residing in Kodiak.
