A RESOLUTION ESTABLISHING A KODIAK ISLAND BOROUGH HUMAN
RESOURCES INVESTMENT COUNCIL (KIBHRIC) AS A STANDING COMMITTEE OF
THE BOROUGH AND ESTABLISHING AN EFFECTIVE DATE
WHEREAS, on June 3, 1995 Governor Tony Knowles signed Senate Bill 42, creating
the Alaska Human Resource Investment Council (AHRIC). The council will be the lead
state planning and coordinating entity for federal, state and local employment training
and human resource programs; and
WHEREAS, consistent with federal block grant legislation, the functions of the State
Job Training Coordinating Council, the Employment Security Advisory Council, and the
Governor's Council on Vocational Education have been consolidated under AHRIC
thereby consolidating vocational education and job training at the statewide level; and
WHEREAS, the AHRIC is the lead planning and coordination entity for federal, state
and local employment training and human resources programs. Its purpose is to
coordinate, distribute, and better target state and federal vocational education (K -12)
and job- training funds. The further purpose of AHRIC is to provide technical assistance
at the local and regional level in vocational education and job training; and
WHEREAS, because the total funding available for job training and vocational
education will clearly be less, coordination of local projects is imperative; and
WHEREAS, Kodiak Island has benefitted from positive coordination between the
representatives of the agencies that provide job training, employment counseling, and
vocational education; and
WHEREAS, because Kodiak Island job training needs are distinct from those in other
areas of Alaska, a single local area advisory committee including business, industry,
education, and employment representatives would constitute an effective response
team for job training and vocational education.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: Council Established. Pursuant to Kodiak Island Borough Code, Section
2.39, an advisory council, to be known as the Kodiak Island Borough

Section 2:
Human Resources Investment Council (KIBHRIC), is hereby established
to define, assess and prioritize job training and vocational educational
needs of the community.
Appointment and Term.
A. The KIBHRIC shall be appointed by the Borough Mayor and
confirmed by the Borough Assembly, and shall be composed of fourteen
(14) members. Of the fourteen members, four (4) members will
represent local business and industry, (one (1) of whom will represent a
village community), (2) members shall represent government
employment, two (2) members will represent education (secondary and
post- secondary), one (1) member will represent economic development,
one (1) member will represent public assistance, one (1) member will
represent employment services, one (1) member will represent the local
housing agency, one (1) member will represent local native associations,
and one (1) member will represent local social service agencies. These
members shall represent a broad spectrum of community members.
B. KIBHRIC members shall serve for three (3) year terms which shall
commence on January 1 of the year of appointment and shall expire on
December 31 of the year the term expires. For the initial terms of office
four (4) members shall serve for one (1) year terms, five (5) members
shall serve for two (2) year terms and five (5) members shall serve for
three (3) year terms.
Section 3: Operation and Staff Support. All KIBHRIC meetings shall be open to the
public and reasonable public notice of such meetings shall be provided.
The KIBHRIC shall identify agencies to receive funding and those
agencies will agree to provide necessary clerical support for council
purposes.
