OF THE MUNICIPAL ELECTION HELD OCTOBER 7, 1997

WHEREAS, the Kodiak Island Borough held a Regular Election on October 7, 1997,
at which time candidates for the following offices to be filled were voted on:
WHEREAS, the following question to be voted on by the registered voters in the
Kodiak Island Borough in Initiative No. 1 was: "Shall Title 3 of the Kodiak Island
Borough Code of Ordinances be amended to establish maximum allowable tax
revenues levied upon real and personal property taxes within the Kodiak Island
Borough ? "; and
WHEREAS, the following question to be voted on by the registered voters in the
Kodiak Island Borough in Initiative No. 2 was: "Shall the Kodiak Island Borough adopt
a manager plan of government whereby a hired manager shall be the chief
administrative officer of the Kodiak Island Borough, as provided in Alaska Statute
29.20.460, to be implemented October 19, 1998 ?"
WHEREAS, the following question to be voted on by the registered voters in the
Womens Bay Service Area and area to be annexed in Proposition No. 1 was: "Shall the
boundary of the Womens Bay Service Area be altered by the addition of the following
described area: Russian River Estates, known as the "Nixon Ranch ", a portion of Lot
1, U.S. Survey 2539, Kodiak Island Borough, State of Alaska ? "; and
WHEREAS, the following question to be voted on by the registered voters in the Fire
Protection Area No. 1 and area to be annexed in Proposition No. 1 was: "Shall the
boundaries of the Fire Protection Area No. 1 be altered to expand the existing service
area to the end of Monashka Bay Road to affect the boundaries as legally described ? ";

WHEREAS, the Canvassing Board of the Kodiak Island Borough met on October 14,
1997, and tallied the votes of Questioned Ballots and Absentee Ballots together with
votes counted on election night; and

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Assembly finds that the Municipal Election of October 7, 1997, was
validly held and hereby ratifies and certifies the results of the election.
Section 2: In the Borough -wide election for Assembly, Scott Arndt and Gary
Stevens were elected to three -year terms each, having received the
highest vote tallies.
Section 3: On the Initiative No. 1 question, a majority of the votes adopts the
question to amend the Kodiak Island Borough Code of Ordinances Title
3 to establish maximum allowable tax revenues levied upon real and
personal property within the boundaries of the Kodiak Island Borough
Section 4: On the Initiative No. 2 question, a majority of the votes adopts the
question to adopt a manager plan of government whereby a hired
manager shall be the chief administrative officer of the Kodiak Island
Borough, as provided in Alaska Statutes 29.20.460, to be implemented
October 19, 1998.
Section 5: In the Borough -wide election for School Board, Pat Jacobson and Norm
Wooten were elected to a three -year terms each on the Board of
Education, having received the highest vote tallies.
Section 6: On the Bay View Road Service Area board, Reed Oswalt and Marcia
Oswalt were elected to three year terms each on the board, having
received the highest vote tally by write -in.
Section 7: On the Bay View Road Service Area board two -year seat, Jim Schauff
was elected to a two -year term on the board, having received the highest
vote tally.
Section 8:
In the Monashka Bay Road Service Area, Dan Ogg was elected to a three -
year term on the board, having received the highest vote tally, and of the
three receiving the same vote tally, a drawing declared Tom Knoke as
elected to a three -year term on the board.
Section 9: In Service District No. 1, Jennifer Spencer and Robert Greene were
elected to three -year terms on the board, having received the highest
vote tallies.
Section 10: In the Womens Bay Service Area, Bob Tarrant and Tom Trosvig were
elected to three -year terms each on the board, having received the
highest vote tallies.

Section 11: On the Womens Bay Service Area Proposition No. 1 question, a majority
of the votes adopts the annexation of the Russian River Estates, known
as the "Nixon Ranch ".
Section 12: In Fire Protection Area No. 1, Eileen Probasco and Kevin Arndt were
elected to three -year terms each on the board, having received the
highest vote tallies.
Section 13: On the Fire Protection Area No. 1 Proposition No. 1 question, a majority
of the votes adopts the annexation of the area to the end of Monashka
Bay Road.
