A RESOLUTION SUPPORTING AND ACCEPTING OPERATIONAL
RESPONSIBILITY FOR PORTIONS OF THE URBAN TRAIL SYSTEM
WHEREAS, the Kodiak Pedestrian /Bike System is currently ranked as a number 3
priority in the Alaska Department of Transportation's (DOT) Statewide
Transportation Improvement Program (STIP); and
WHEREAS, this rank does not incorporate all the information relevant to the project,
including a recommendation in the Kodiak Island Borough
Comprehensive Parks and Recreation Plan that this System be
constructed in phases over multiple years; and
WHEREAS, this rank does not recognize the efforts made by the Kodiak Island
Borough over the years to complete segments of this System to
complement other community facilities, both recreational and
educational; and
WHEREAS, this rank also does not recognize the economic and quality of life
benefits to the region of the Kodiak Pedestrian /Bike System, as it links
businesses, housing areas and community facilities, while at the same
time providing for neighborhood continuity, enhanced recreational
opportunities, and enhanced understanding of the natural environment;
and
WHEREAS, this project also merits consideration as a safety improvement, since
many of the System segments provide separation between motorized
and non - motorized vehicles and pedestrians; and
WHEREAS, the operation and maintenance costs of the System, outside the City of
Kodiak, will be accepted by the Kodiak Island Borough, upon trail
segment completion; and
WHEREAS, the Borough is working cooperatively with the City of Kodiak to develop
the Kodiak Pedestrian /Bike System, in order to provide the best system
possible for community residents; and

WHEREAS, the Kodiak Pedestrian /Bike System has scenic, historic, natural, and
recreational qualities;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Assembly fully supports the construction of the Kodiak
Pedestrian /Bike System in multi -year phases, and urges the Alaska Department of
Transportation to include this project in the Statewide Transportation Improvement
Program with an initial phase in Fiscal Year 1998, including System design and linking
segment construction.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that the Kodiak Island Borough will assume operations and
maintenance responsibility for constructed System segments located outside the City
of Kodiak.
