1997-08 Pasagshak Point Reconstruction ProjectWHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, KODIAK ISLAND BOROUGH RESOLUTION NO. 97 -08 A RESOLUTION SUPPORTING THE PASAGSHAK POINT RECONSTRUCTION PROJECT Introduced by: Mayor Selby Requested by: Mayor Selby Drafted by: Community Development Department Introduced: 02/20/97 Adopted: 02/20/97 the Pasagshak Road Reconstruction Project is currently ranked as a number 4 priority in the Alaska Department of Transportation's (DOT) Statewide Transportation Improvement Program (STIP); and this rank does not incorporate all the information relevant to the project, including the recommendation in the Kodiak Roadway Master Plan (March 1986) that this project should be completed as a major improvement to the Kodiak road system; and this rank also does not recognize the substantial economic benefits to the region and the State from this road reconstruction project, since the reconstruction will support the Kodiak Launch Complex, as the projects primary means of access; and this project also merits consideration as a safety improvement, since this reconstruction project is primarily necessary to improve safety, since the current roadway contains a hazardous hairpin turn; and the operation and maintenance costs of this project may be accepted by another agency, upon project completion; and the road segment to be reconstructed , by this project, is deficient in width, grade, and alignment, and is currently the only vehicle access to Narrow Cape, functioning as a major arterial; NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that the Kodiak Island Borough Assembly fully supports the Pasagshak Point Reconstruction Project, and urges the Alaska Department of Transportation to include this project in the Statewide Transportation Improvement Program as a Fiscal Year 1998 design and construction project.
