A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT GRANT APPLICATIONS
AND PREPARE A TRANSIT MANAGEMENT PLAN FOR FUTURE ACTION
OF THE KODIAK ISLAND BOROUGH ASSEMBLY
WHEREAS, the Kodiak Transit Plan prepared by the Community Transportation
Association of America and the consulting firm of Leigh, Scott & Cleary was prepared
in 1994; and
WHEREAS, this plan has been updated and there are significant potential operating
revenues available which were not included in the original plan, including the U.S.
Coast Guard, the Kodiak Senior Center, the Kodiak Area Native Association, the Kodiak
Housing Authority, and other human service programs; and
WHEREAS, these additional revenues would reduce the operating subsidy requirement
for this service to a level where a subsidy may not be required; and
WHEREAS, in addition, there are other new state and federal funding sources
available which would further reduce the cost of the program and provide increased
revenues for the program; and
WHEREAS, studies have demonstrated that new transit programs attract only 15%
of their riders from existing taxi passengers, and that over time, the transit system
actually results in increased use of taxis during off -hours and during times when the
transit schedule is inconvenient; and
WHEREAS, there are private sector companies that are interested in managing a
public transit program on the road system between Bells Flats and the City of Kodiak;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the mayor, or his designee, is authorized to submit the grant
applications for possible state and federal funding beginning January 1997 and
developing a management plan for return to the assembly for analysis and a decision
on developing a Kodiak transit system during 1997.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that passage of this resolution in no way authorizes the Kodiak
Island Borough to subsidize a transit system.
