AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING
ORDINANCE NO. 99 -10 FISCAL YEAR 2000 BUDGET TO REFLECT AMENDMENTS
WHEREAS, the estimated General Fund revenue is different than the budgeted revenues for
property taxes, payment -in- lieu -of- taxes, severance taxes, penalties and interest on taxes, federal
shared revenue, state revenue, raw fish tax, and raw fish tax - offshore; and
WHEREAS, the estimated use of fund balance in the General Fund can be decreased due to
additional revenues generated in the general fund; and
WHEREAS, the estimated General Fund transfer is adjusted to reflect the transfer as lower than
expected from the management information systems department, Internal Fund, and reversed
transfer from the Karluk Clinic Grant; and
WHEREAS, the estimated General Fund expenditure for the building official department is
adjusted as actual expenditures billed have been higher than anticipated; and
WHEREAS, the estimated General Fund for the management information systems department
is adjusted to reflect the KIBSD financial software annual maintenance fee as it was unbudgeted
at the school district level; and
WHEREAS, the estimated General Fund transfer is adjusted to conduct a management
information system study for all systems; and
WHEREAS, the State of Alaska, Department of Education and Early Development has increased
the Child Care Assistance Grant; and
WHEREAS, the estimated Buildings and Grounds Fund is adjusted due to school building repairs
in the villages as well as Kodiak; and
WHEREAS, the State of Alaska, Department of Community and Regional Affairs has
terminated, by mutual agreement, the Karluk Clinic Grant, Project 178; and
WHEREAS, the State of Alaska Resource Conservation Service has awarded a grant for a tide
gate project; and
WHEREAS, the General Fund, Fund 100 is adjusted to increase funding to the Borough
attorney;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
THAT:
Section 1: This ordinance is of a general and permanent nature and shall become a part of the
Kodiak Island Borough Code of Ordinances.
Section 2: The Borough fiscal year 2000 budget is amended to decrease property tax by
$43,990, increase payment of in- lieu -of -taxes by $47,270, increase severance
taxes by $200,000, decrease penalties and interest on tax by $20,000, increase
federal shared revenue by $33,880, decrease state revenue sharing by $73,650,

increase raw fish tax by $18,960, and increase raw fish off -shore tax by $37,070
(per the Borough assessor), with the total adjustment to the General Fund, Fund
100, in the amount of $199,540.
The Borough fiscal year 2000 budget is amended to decrease the use of fund
balance in the General Fund, Fund 100, in the amount of $49,300.
The Borough fiscal year 2000 budget is amended to decrease the General Fund,
Fund 100, in the amount of $8,320 to reflect the transfer from moving the
management information systems department from an Internal Revenue Fund to
the General Fund, and the reversal of the Karluk Clinic Grant General Fund transfer.
The Borough fiscal year 2000 budget is amended to increase the General Fund,
Fund 100, building official department in the amount of $50,000 to adjust for
expenses higher than anticipated.
The Borough fiscal year 2000 budget is amended to increase the General Fund,
Fund 100, management information system department in the amount of $9,920
to reflect the Kodiak Island School District software maintenance fees.
The Borough fiscal year 2000 budget is amended to decrease the General Fund,
Fund 100, in the amount of $20,000 and to increase the Capital Project Fund,
Fund 430, by $20,000.
The Borough fiscal year 2000 budget is amended to increase the Child Care
Assistance Grant, Fund 205, in the amount of $40,078.
The Borough fiscal year 2000 budget is amended to decrease Buildings and
Grounds, Fund 220, in the amount of $30,000 for borough buildings and $30,000
for parks, and increasing Buildings and Grounds, Fund 220 in the amount of
$60,000 for school buildings,. The school repairs included the Chiniak School, the
Kodiak Middle School, and the Akhiok Teachery.
10: The Borough fiscal year 2000 budget is amended by decreasing the Capital Project
Fund, Fund 430, in the amount of $224,500 as the Karluk Clinic Grant was
returned to the state.
The Borough fiscal year 2000 budget is amended by increasing the Capital Project
Fund, Fund 430, in the amount of $10,000 to add the Tidal Gate Project 00104.
12: The Borough fiscal year 2000 budget is amended to increase the General Fund,
Fund 100, Borough attorney in the amount of $62,000.
ADOPTED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
