AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY
AMENDING ORDINANCE NO. 99 -10 2000 FISCAL YEAR BUDGET TO
REFLECT AMENDMENTS

WHEREAS, the Alaska Department of Education & Early Development decreased the
Child Care Assistance Grant by $46,007; and
WHEREAS, the Alaska Department of Health and Social Services increased the Welfare
to Work contract by $101,100; and
WHEREAS, the U.S. Department of Labor, Employment and Training Administration,
awarded $123,810 for the Welfare to Work Competitive Grant Program; and
WHEREAS, the Alaska Department of Community and Regional Affairs increased the
Alaska Coastal Management Program Grant by $670; and
WHEREAS, the Alaska Department of Military and Veterans Affairs increased the LEPC
Grant by $5,600; and
WHEREAS, the Alaska Department of Environmental Conservation decreased the Kodiak
Island Borough Master Waste Management Plan by $271,300; and
WHEREAS, the Alaska Department of Administration awarded the Municipal Capital
Project Matching Grant Program for a state share of $126,700, and the Kodiak Island
Borough has agreed to a local share of $54,330.00; and
WHEREAS, the budgeted rent is being adjusted to reflect the adopted budget. The
General Fund will be a net zero due to a vacant position in the Community Development
Department, an increase in Land Sales of $600, and an increase in Building and Grounds
of $4,220; and
WHEREAS, the budgeted revenues for miscellaneous is being adjusted by $40,000 per
GASB 10 which states that insurance rebates should reduce expenses; and
WHEREAS, the budgeted revenues for the Unified Fire Study is being adjusted by
$10,000 to reflect the Borough's portion of the project; and

WHEREAS, the Management Information Systems (MIS) has been closed as an Internal
Services Fund and moved to the General Fund as a residual equity transfer and not an
operating transfer. Therefore, the budgeted transfers in the amount of $110,000 are not
necessary; and
WHEREAS, the budgeted amounts for revenue and expense for the Facilities Fund is
reduced due to lower interest amounts. The budgeted amount is being reduced by
$22,080. Use of fund balance will be used in the debt service fund to adjust for this
decreased transfer; and
WHEREAS, the budgeted amounts for revenue and expense for the Tourism
Development Fund is increased due to the Borough's support of the production of a film
about commercial fishing. The budgeted revenues and expenses are being increased by
$2,500.00 in fiscal year 2000;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:

become a part of the Kodiak Island Code of Ordinances.
The fiscal year 2000 budget is hereby amended as summarized and detailed
in the budget amendment columns on the attached pages.
