1999-01 Amending Title 3 Revenue/Finance - Change OrdersKODIAK ISLAND BOROUGH ORDINANCE NO. 99 -01 Introduced by: Assembly Requested by: Assembly Drafted by: Borough Clerk Introduced: 04/01/99 Public Hearing: 04/15/99 Adopted: 04/15/99 AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING TITLE 3 REVENUE AND FINANCE OF THE KODIAK ISLAND BOROUGH CODE OF ORDINANCES BY AMENDING SECTION 3.16.100 CHANGE ORDERS - MANAGER AUTHORITY TO REQUIRE THE SIGNATURES OF TWO ASSEMBLYMEMBERS IN THE ABSENCE OF THE MAYOR AND DEPUTY MAYOR ON CHANGE ORDERS EXCEEDING TEN THOUSAND DOLLARS ($10,000) WHEREAS, requiring the signatures of any two assemblymembers in the absence of the mayor and deputy mayor on change orders allows an adequate check and balance of the change order process; and WHEREAS, requiring that any two assemblymembers in the absence of the mayor or deputy mayor sign change orders allows projects to continue towards completion in a timely manner; NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is of a general and permanent nature and shall become a part of the Kodiak Island Borough Code of Ordinances. Section 2: Title 3 Revenue and Finance of the Kodiak Island Borough Code of Ordinances is amended as follows: 3.16.100 Change orders -- manager authority. The manager, or designee, is authorized, without assembly approval, to enter into change orders with respect to borough construction projects where the amount of additional expenditure occasioned by the change order or orders does not, in the aggregate, exceed ten thousand dollars ($10,000). The manager, or designee, shall report monthly to the assembly the nature and amount of such change orders. If the change order or orders ex ceeds ten thousand dollars ($10,000), it will require the signatures of: A. The mayor and deputy mayor; B. The mayor and one (1) assembly member in the absence of the deputy mayor; C. The deputy mayor and one (1) assembly member in the absence of the mayor,; or D. Any two (2) assembly members in the absence of the mayor and deputy mayor [onc (1) of two (2) assembly members designated by the assembly].
