1998-10B Amending FY1999 BudgetKODIAK ISLAND BOROUGH ORDINANCE NO. 98 -10B Introduced by: Mayor Selby Requested by: Finance Director Drafted by: Finance Director Introduced: 09/03/98 Amended: 09/22/98 Public Hearing: 09/22/98 Adopted: 09/22/98 AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING ORDINANCE NO. 98 -10 1999 FISCAL YEAR BUDGET TO ACCEPT ADDITIONAL FUNDS FOR THE KODIAK ISLAND BOROUGH WHEREAS, the State Alaska Department of Community and Regional Affairs has designated $36,090 for the Kodiak Island Borough from the Alaska Coastal Management Program for fiscal year 1999; and WHEREAS, this funding exceeds the amount anticipated and identified in the Kodiak Island Borough fiscal year 1999 budget; and WHEREAS, the State of Alaska, Department of Environmental Conservation has signed a Memorandum of Agreement with the Kodiak Island Borough which allocates $400,000 to the Borough for the purchase of oil spill response equipment; and WHEREAS, the Exxon Valdez Oil Spill Trustee Council has approved funding in the amount of $1,857,100 for the Kodiak Island Borough Master Waste Management Plan, $227,100 more than currently budgeted; and WHEREAS, the State of Alaska has increased the Child Care Assistance Grant by $35,294.12 in grant amendment No. 1 and $94,603.99 in grant amendment No. 2 to total $129,898.11; and WHEREAS, the State of Alaska has approved a new grant to the Kodiak Island Borough for Division of Public Assistance case management; and WHEREAS, GDM has agreed to settle the Peterson Elementary School lawsuit for $167,000; and WHEREAS, $7,500 of Karluk's State revenue sharing is to be used for debt service on the Karluk Clinic loan; and WHEREAS, $10,000 of Karluk's State revenue sharing is to be used for the construction of the village clinic; Kodiak Island Borough, Alaska Ordinance No. 98 -10B Page 1 of 3 NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is not of a general and permanent nature and shall not become a part of the Kodiak Island Borough Code of Ordinances. Section 2: The Borough fiscal year 1999 budget is amended to reflect an increase of $6,090 in revenues and expenditures for routine implementation of the Kodiak Island Borough Coastal Management Program; and an amount of $10,000 for a special coastal management project to develop Geographic Response Plans (GRP's) for areas sensitive to oil spills in the Kodiak Island Borough. Section 3: The Borough fiscal year 1999 budget is amended to create a capital project for oil spill response equipment in the amount of $400,000. Section 4: The Borough fiscal year 1999 budget is amended to increase the Child Care Assistance Program, Fund 205, by $129,900. Section 5: The Borough fiscal year 1999 budget is amended to increase the Kodiak Island Borough Waste Management Implementation Program by $227,100. Section 6: The Borough fiscal year 1999 budget is amended to create a new fund, number 208, named "DPA Case Management" in the amount of $ 130,000 Section 7: The Borough fiscal year 1999 budget is amended to increase Fund 420 by $181,000. Section 8: The Borough fiscal year 1999 budget is amended by increasing the capital project fund 430 in the amount of $10,000 for the Karluk Clinic project. Section 9: The Borough fiscal year 1999 budget is amended by increasing fund 300 by $7,500 for payments on the Karluk Clinic loan.
