WHEREAS, Alaska Statutes (AS) 29.36.1 %0 mandates areawide powers for each
borough to establish, maintain, and op= ate a system of public schools on an
areawide basis; and
WHEREAS, AS 29.36.160 provide that a new sales and use tax or an increase in
the rate of levy of a sales tax doe not take effect until ratified by a majority of the
voters at an election; and
WHEREAS, the School Distri• Long Term Funding Task Force recommended a sales
tax of one percent to be u d for the operation of the schools in the Kodiak Island
Borough; and
WHEREAS, public t- .timony indicated a desire to seek alternative funding for
operations of schoo
NOW, THEREFO ' , BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH TH
Section 1: This ordinance is not of a general and permanent nature and shall not
become a part of the Kodiak Island Borough Code of Ordinances.
Secti • 2: An election shall be held on Tuesday, October 7, 1997, between the
hours of 7:00 a.m. and 8:00 p.m. of said date and there shall be

assembly by resolution stating in words and figures the number of vot
cast for and against the ballot question. If the votes cast in favor of e
ballot question are a majority or more of the votes cast at such ele ion,
it shall be certified that the question carried and, if otherwise, t -n the
question failed.
Section 9: If the question submitted to the voters passes, the asse bly of the
Kodiak Island Borough is empowered to enact such • rdinances as
necessary to establish a one percent sales tax within th boundaries of
the Kodiak Island Borough dedicated for the use of the • perations of the
schools in the Kodiak Island Borough.
