1997-10A Amending FY1998 BudgetKODIAK ISLAND BOROUGH ORDINANCE NO. 97 -10A AN ORDINANCE AMENDING ORDINANCE NO. 97 -10 FISCAL YEAR 1998 BUDGET TO ACCEPT FUNDS TO CREATE AN ENTERPRISE ACCOUNT FOR THE KODIAK AREA TRANSIT SYSTEM (KATS) WHEREAS, the Kodiak Island Borough assembly authorized the submittal of grant applications to fund the establishment a Kodiak transit system, with the passage of Resolution No. 97 -02; and WHEREAS, Kodiak Island Borough and Senior Citizen's of Kodiak, Inc. staff, with cooperation from other non - profit organizations in the community, submitted applications for transit system funding in the spring of 1997; and WHEREAS, the Kodiak Island Borough and Senior Citizen's of Kodiak were awarded grant funds to establish the Kodiak Area Transit System (KATS); and WHEREAS, this funding is sufficient to fund the initial operation of KATS without the need for a subsidy from local government; and WHEREAS, this funding consists of the following: Federal Transit Administration Section 18 Funds Federal Transit Administration Section 16 Funds Mental Health Trust Coordinated Transit Funds Kodiak Island Borough, Alaska Introduced by: Mayor Selby Requested by: Mayor Selby Drafted by: Community Development Department Introduced: 10/02/97 Public Hearing: 10/16/97 Adopted: 10/16/97 $ 60,000 $ 56,400 $141,095; and WHEREAS, this funding is anticipated to fund the costs of the Kodiak Area Transit System through June 30, 1999; and WHEREAS, the Senior Citizen's of Kodiak, Inc. have committed the grant funds they will receive to the KATS enterprise account to ensure adequate system operating funds are available; and WHEREAS, the Kodiak Island Borough intends to contract for transit services, not create a new administrative department, or hire additional employees to manage the Kodiak Area Transit System. Ordinance No. 97 -10A Page 1 of 2 NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is not of a general and permanent nature and shall not become a part of the Kodiak Island Borough Code of Ordinances. Section 2: An enterprise account is established for the purpose of receiving and expending funds for the Kodiak Area Transit System. Section 3: The fiscal year 1998 budget is hereby amended as summarized below: Expenses Capital Costs $ 68,000 Operating Costs $314,000 TOTAL $382,000 Section 4: The mayor, or his designee, is directed to execute contracts with the State of Alaska and Senior Citizen's of Kodiak, Inc. for the receipt of funds to support the Kodiak Area Transit System ATTEST: Revenues Grants $257,495 Farebox Receipts $122,000 Advertising Revenue $ 2,505 TOTAL $382,000 ADOPTED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THIS SIXTEENTH DAY OF OCTOBER, 1997 D onna F.
