AN ORDINANCE AMENDING PERSONNEL RULES AND REGULATIONS
BY ADDING A JOB DESCRIPTION FOR ENVIRONMENTAL ENGINEER
WHEREAS, the following job description has been reviewed
by the Personnel Advisory Board at their regular meeting on
April 8, 1990, and unanimously recommended for approval by the
Assembly;
NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island
Borough Assembly that:
Section 1. This ordinance is of a general and permanent
nature and shall become a part of the Kodiak Island Borough
Personnel Rules and Regulations.
Section 2. Position Descriptions is amended by adding
the Environmental Engineer job description, which is attached
hereto, to be incorporated as part of the Kodiak Island Borough
Personnel Rules and Regulations.

Job Description
Job Title: Environmental Engineer
Dept: Engineering & Facilities Supv: Engineering /Facilities Director
Job Summary: Professional engineering work in the environmental and civil
disciplines. Applies engineering skills and knowledge to planning,
technical reports, conceptual designs and assists in formation of legal
contracts. Responsible for planning, administration and implementation of
the Borough's Waste Management Plan and assists outlying communities with
waste disposal options and regulatory compliance. Acts as liaison with
federal, state, and local agencies and others regarding regulatory
requirements and community needs. Monitors projects from conception
through design and construction, including fiscal control. Directly
supervises the Baler and Landfill operation and personnel. Travel
required.

Waste Management Plan, programs, and performs waste
management master planning including collection and
disposal of hazardous, solid, and other types of waste.
2 Ensures that the Borough's Waste Management Plan is in
compliance with state and federal regulations.
3 Establishes procedures and implements policy As needed 25
regarding the Baler operation and Landfill management.
4 Makes field investigations concerning solid waste As needed 10
facilities, roads and tracks, schools, and related
public facilities.
5 Inspects construction work performed by contractors As needed 10
and developers to ensure performance as specified
in contracts and plans and specifications. Makes
monthly appraisal of work completed by contractors
and approves monthly pay estimates.
6 Acts as liaison between the Borough, project On going 10
contractors and the public to ensure coordination
of construction activities.
7 Monitors the waste collection contract for compliance As needed 5
to contract requirements and takes enforcement action
as required.
8 Meets with citizen advisory groups to establish ' As needed 5
policy for waste reduction and handling; implements
waste reduction programs, including recycling and
monitors results.
9 Performs rate studies and analysis and makes On going 5

Minimum Qualifications: Environmental Engineer
Bachelor's degree or equivalent with major in environmental planning;
civil, sanitary, environmental or geological engineering with major
emphasis on environmental sciences. Five years of progressively
responsible experience is required.
Specific Indicators - Minimum
Knowledge of the principles and practices of environmental and civil
engineering as related to plans and specifications for a wide variety of
municipal public works projects.
Ability to read, understand, and interpret architectural and engineering
plans, blueprints, and specifications.
Ability to prepare technical reports, develop strategies, plans &
equipment specifications for improving and upgrading municipal public
works facilities.
Knowledge of the current literature, trends and developments in civil and
environmental engineering.
Ability to express ideas effectively.
Ability to establish and maintain effective working relationships.
Ability to effectively present projects and programs.
