AN ORDINANCE TRANSFERRING HOSPITAL OPERATING FUNDS
INTO A HOSPITAL CONSTRUCTION FUND
WHEREAS, the citizens and the Assembly are desirous of
a modern hospital facility in which the medical staff will be
capable of providing the best possible service and care at a
reasonable cost; and
WHEREAS, the current antiquated facility has been deemed
by the citizens, the State of Alaska, and the Kodiak Island Borough
Assembly as not meeting this basic requirement, and it has been
determined by careful study that renovation of this outmoded
facility would not be cost effective; and
WHEREAS, the Kodiak Island Borough has expended more than
$2 million on design, land acquisition, and site work for this
facility; and
WHEREAS, the citizens of the Kodiak Island Borough are
ultimately responsible and collectively liable for any deficits
resulting from the operation of the Kodiak Island Borough Hospital;
and
WHEREAS, the operations and maintenance accounts of the
hospital currently has approximately $2 million not currently
needed to meet this requirement; and
WHEREAS, such monies are definitely needed for the
construction of the new facility; and
WHEREAS, the Borough Code provides that the central
Treasurer is the sole repository of all borough funds;
NOW, THEREFORE, BE IT ORDAINED that staff is authorized
and directed to establish the appropriate books and records to
properly account for all receipts and expenditures of the Hospital
Construction Fund, and make such reports available to the Hospital
Advisory Board, the Assembly, and the citizens.
BE IT FURTHER ORDAINED that the excess funds will be
moved from the operation and maintenance accounts to the capital
construction accounts. All interest earned in this account will
remain in the account. This fund will remain until construction
is begun or the funds are directed to another hospital purpose by
the Assembly after discussion with the Hospital Advisory Board.
