AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY
AMENDING KIB CODE BY ADDING SECTION 2.45,
ARCHITECTURAL /ENGINEERING REVIEW BOARD
WHEREAS, an Architectural Review Board was established by
resolution of the Kodiak Island Borough Assembly in 1980 and revised in
1986; and
WHEREAS, this board was created to review all architectural
and engineering proposals for borough owned buildings and utilities; and
WHEREAS, the need for this review of projects still exists;
NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island Borough
Assembly that:
Section 1. This ordinance is of a general and permanent
nature and shall became a part of the code of the Kodiak Island Borough.
Section 2. Chapter 2.45 is hereby added as follows:

2.45.010 Established.
2.45.020 Terms of office.
2.45.030 Qualifications.
2.45.040 Responsibilities.
2.45.050 Organization.
2.45.010 Established. There is established the Architectural/
Engineering Review Board, which shall consist of nine voting members,
to be appointed by the assembly. The board shall be subject to the
provisions of Chapter 2.39 of this code.
2.45.020 Terms of office. Appointed members of the board shall
serve a term of three years. The membership of the board, other than
borough officials, and their terms of office, shall continue as they
existed on October 15, 1987.
2.45.030 Qualifications. Seven members of the board shall be
residents and qualified voters of the borough and shall have an interest
and a wide range of experience in engineering, architecture, building,
plumbing, roofing, electrical installation, and other related fields
involving the building business. Two members of the board shall be a
member of the school board, appointed by the school board president,
and, a member of the assembly, appointed by the presiding officer.
The mayor, school district superintendent, facilities coordinator and
borough engineer shall be nonvoting ex officio members of the board
and may participate in all discussions.
2.45.040 Responsibilities. The board is empowered to:
A. Review all architectural and engineering proposals and design
drawings for borough owned buildings and public works projects.
B. Consider all comments, suggestions, and recommendations from
the school board on all proposals for borough school buildings.
C. Hold a public hearing before presenting the final proposal to
the borough assembly.
D. Forward final recommendation and reasons to the borough
assembly along with rejected proposals and reasons for rejection after
the board's review.
2.45.050 Organization. The board shall designate is chairman and
vice - chairman at the first meeting of the calendar year and shall hold at
least one meeting quarterly unless projects demand more frequent
meetings.
