1987-17 Amending the Personnel Rules and Regulations Affecting Non-Temporary Part-Time EmployeesAN ORDINANCE OF THE KODIAK ISLAND BOROUGH AMENDING THE PERSONNEL
RULES AND REGULATIONS AFFECTING NON- TEMPORARY PART -TIME EMPLOYEES.
WHEREAS, the Kodiak Island Borough Assembly, in keeping with its
personnel policy, recognizes that personnel rules and regulations must be
amended from time to time in order to provide necessary personnel, and
WHEREAS, employees who are regularly scheduled to work fewer then
15 hours per week are not eligible for sick, annual or holiday leave; health
and life insurance; or participation in Alaska Public Employees' Retirement
System (PERS), and
WHEREAS, the following provisions apply to non - temporary, pert -time
employees who are regularly scheduled to work 15 hours or more per week. and
WHEREAS. the following amendments have been reviewed by the Personnel
Advisory Board at their regular quarterly meeting held on April 6. 1987.
NOW. THEREFORE, BE IT ORDAINED by the Kodiak Island Borough Assembly
that
Section 1 This ordinance is of a general and permanent nature and shall
become a permanent part of the Personnel Rules and Regulation of the Kodiak
Island Borough.
. Section Z. Section 406 STEP INCREASES is hereby amended to read:
Section 3. Section 612 PART -TIME APPOINTMENTS is hereby enacted to read:
Non - temporary. Dart -time employees who are regularly scheduled to
work 15 hours or more per week are entitled to annual leave, sick
leave and holiday leave; to health and life insurance coverage if the
employee oars one half of the costs and are reauired to participate
in PERS Part-time employees who are regularly scheduled to work
fewer than 15 hours per week are not entitled to any fringe benefits
Section 4. Section 901 ANNUAL LEAVE ENTITLEMENT is hereby amended to read:
Leave with pay shall accrue to 511 regular, full -time employees at
the following rates:

work 15 hours or more oer week shall accrue leave ororated to the
hours reaularly worked For example. an employee with 1 year of
service who is reaularly scheduled to work 15 hours per week accrues
4 5 hours of annual leave per month

New full time employees and non-temoorary part -time employees who are
reaularly scheduled to work 15 hours or more per week. after serving
a three (3) month probationary period of satisfactory performance
shall receive • step increase. A probationary step increase is e
special one -time only step inc rease. The employee is eligible if
performance is satisfactory for an annual step increase on each
enni y date thereafter up to Step ( "I. ") "K
Section 5. Section 910 SICK LEAVE is hereby amended to read:
Each full time employee shall accrue rick leave from the date of
employment at the rate of one and one - quarter (l%) days per month
regardless of length of service. Each non- temoorarv. part -time
employee who is regularly scheduled to work 15 hours or more per week
shall accrue sick 'save prorated to the hours regularly worked For
example. an employes who is regularly scheduled to work 15 hours per
week accrues 3.75 hours per month
