1986-47 Authorizing the Expenditure of State Grant Funds by the Facilities Department to Construct a Public Safety Building in KarlukKODIAK ISLAND BOROUGH
ORDINANCE NO. 86 -47 -0
AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZING'
EXPENDITURE OF STATE GRANT FUNDS BY THE FACILITIES DEPARTMENT TO CONSTRUCT A
PUBLIC SAFETY BUILDING IN KARLUK.
WHEREAS, the Kodiak Island Borough has appropriated sums of money
received by state capital grant, and
WHEREAS, the Kodiak Island Borough Assembly is committed to making
maximum use of local construction forces and other local resources, and
WHEREAS, the Facilities Department of the Kodiak Island Borough has
the capability to organize the Design and Construction Management teams
required to construct the the building.
NOW THEREFORE, BE IT ORDAINED, by the Kodiak Island Borough
Assembly that the Facilities Department is authorized, under the direction of
the Mayor to proceed with the design and construction of the aforementioned
building making such purchase of services, materials, equipment and hiring,
such labor as is required to complete said construction and,
BE IT FURTHER ORDAINED THAT, the approximate available funds as
listed below are estimated to be expended in the following manner:
AVAILABLE FUNDS $100,000
BUDGETED COSTS
Design and Management 10%
Equipment 5%
Labor 40Z
Materials and Freight 40Z
Furnishings 5%
BE IT FURTHER ORDAINED THAT, labor be hired first from the labor
pool of the village of Karluk where the construction is taking place and then
of the Borough of Kodiak, when qualified personnel are available, before
other labor is imported.
BE IT FURTHER ORDAINED THAT, material supplies and equipment be
purchased locally when it is available and is competitively priced.
purchases required to complete the work described herein, after securing at
least two quotations for each purchase, without further approval of the
Borough Assembly all other codes and ordinances notwithstanding for the
purposes of this project only.
