ORDINANCE NO. 86 -33 -0
AN ORDINANCE CHANGING THE BOUNDARY OF THE SERVICE DISTRICT
NO. 1 ROAD SERVICE AREA AND PROVIDING FOR AN ELECTION TO EFFECT THE
BOUNDARY CHANGE.
WHEREAS, Service District No. 1 was created by Ordinance No. 786 -0, and the
residents within Service District No. 1 elected to exercise road, water, and sewer powers
at a special election held on April 18, 1978; and
WHEREAS, sections of Sawmill Circle and Lakeview Drive were completed in
1984; and
WHEREAS, the grants which provided funding for constructing those roads
require that maintenance be done by the local municipal nd
WHEREAS, Section 4.05.040 requires that the Aentbly initiate any action to
alter a service area by introducing an ordinance; andr� // /
WHEREAS, Section 4.05.060 provides that an o ordinance altering a service area
shall not be effective unless approved by a majority the qualified voters voting on
the question in each area affected by the ordinance.
NOW, THEREFORE BE IT ORDAINED by /the Kodiak Island Borough Assembly
Section 1: The area known as Service District No. 1 road service area is
altered by the addition of the follow scribed area:
All of that portion of land 1 Sections 20 and 21, Township
27 South, Range 19 West, Seward Meridian, Alaska, platted as Lots 1
through 10, Block 7, and through 7, Block 8, and the included
portions of Sawmill Circ Lakeview Drive rights -of -way,
Monashka Bay Alaska Subdivision, recorded in the Kodiak Recording
District on September<V968, Plat No. 68 -8.
Section 2: An elect, ,s�al1 be held on Tuesday, October 7, 1986 between the
hours of 7:00 a.m. and 8 :71p. . of said date and there shall be submitted to the duly
qualified residents and v of Service District No. 1 road service area and Lots 1

Section 3: A person who is qualified to vote in Alaska and the Kodiak Island
Borough and who is a resident of Service District No. 1 or the area described infthis
ordinance may vote in the election. /
Section 4: The polling place for this election will be the East Eleme tary School,
Mission Road Precinct.
Section 5: Notice of the election shall be published not less thap thirty days
prior to the election in the form and manner provided by AS 29,8 ;5b and Title 2 of
the Kodiak Island Borough Code of Ordinances. 0-
Section 6: Upon passage of the propositi -n to alter the b¢undary of Service
District No. 1 by the qualified voters of that area, and upon certification of said
election, this ordinance shall become effective.
