1986-08 Providing for the Submission to the Qualified Voters of the KIB the Question of the Issuance of $9,930,000 of General Obligation Bonds of the KIB to Pay the Costs of school Improvements at a Special Election to be Held on March 18, 1986AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE KODIAK ISLAND BOROUGH OF THE QUESTION OF THE ISSUANCE OF $9,930,000 OF GENERAL OBLIGATION BONDS OF THE KODIAK ISLAND BOROUGH TO PAY THE COSTS OF SCHOOL IMPROVEMENTS IN THE BOROUGH, AT A SPECIAL ELECTION TO BE HELD FOR THAT PURPOSE ON MARCH 18, 1986. WHEREAS, under the provisions of AS 29.58.166 a municipality may incur general obligation debt only after a bond authorization ordinance is approved by a majority of those voting on the question at a regular or special election, and WHEREAS, under the current Alaska Statutes the Borough will be reimbursed up to 80% of qualified School Debt Service, but this reimbursement could be substantially less for those issues that may be approved in future DOE # Project KODIAK ISLAND BOROUGH ORDINANCE NO. 86 -8 -0 years, and WHEREAS, the Kodiak Island Borough and the Kodiak Island Borough School District views the school capital projects enumerated below as necessary and beneficial to the community and the State Department of Education (DOE) has concurred with this by the issuance of a DOE reimbursement number. NOW, THEREFORE, BE IT ORDAINED, by the Borough Assembly of the Kodiak Island Borough: Section 1. The bond proceeds shall be used for capital improvements and /or related debt service only. The bonds shall mature within thirty (30) years from the date of issue and bear interest at a rate or rates not to exceed the maximum allowed by law. The full faith and credit of the Borough is pledged for the payment of principal and interest on the bonds, and ad valorem taxes upon all the taxable property in the Borough shall be levied, if necessary, without limitation as to rate or amount to pay the principal of and interest on the bonds when due. The sum of $9,930,000 shall be borrowed by, for and on DOE # Project Section 3. A special election is to be held on March 18, 1986, in and for the Kodiak Island Borough, for the purpose of submitting a general obligation bond proposition to the qualified voters of the Kodiak Island Borough for approval or rejection. The proposition must receive a majority vote of those voting on the question to be approved. The proposition shall be substantially in the following form: PROPOSITION NO. 1 Shall Ordinance No. 86 -8 -0 of the Kodiak Island Borough be approved? Section 4. The proposition, either for paper ballots or machine ballots, shall be printed on a ballot which may set forth other general obligation bond propositions, and the following words shall be added as appropriate and next to a square provided for marking the ballot or voting by a machine.
