1974-09 Relating to General Personnel RegulationsKODIAK ISLAND BOROUGH ORDINANCE NUMBER 74 -9 -0 AN ORDINANCE RELATING TO GENERAL PERSONNEL REGULATIONS WHEREAS, certain amendments and additions to the personnel regulations have been deemed necessary for the good of the employees and the better management of the Borough, The Kodiak Island Borough Assembly hereby ordains: *Sect 1, That Section 2 of Chapter 2 of the Kodiak Island Borough Code of Ordinances is hereby amended to read: Section 2. (a) Borough Mayor $200,000 (b) Clerk- Treasurer $200,000 (c) Cashier, $25,000 (d) Assessor, $25,000 (e) All other such employees as may be determined by the Borough Mayor, $25,000 annual premiums or pro -rated premiums as applicable on surety bonds shall be paid by the Borough *Sect 2. That Subsection C of Section 4 Chapter 2 of the Borough Code of Ordinances is hereby amended to read: C. Leave: Leave with pay shall accrue to all regular employees at t e following rate: Len th of Service Earned Monthly Annual Total 1 -1/2 days 18 working days 0 through 2 year Over years but less Over 5 years but less than 10 1 -3/4 days 21 working days 2 days 24 working days 10 years and over 2 -1/2 days 30 working days New employees may not take such leave, until after three months of employmmatt. For new hires, any employee employed between the 1st and 15th days of the month, inclusive, shall be considered to have worked the full month for leave purposes; and any employee employed after the 15th day of the month shall accrue no leave for that month. Leave may be used for vacation, or to conduct personal business. An employee desiring to take leave shall submit an application on blanks provided by the Borough. Such application shall be approved by the appropriate department head and the Borough Chairman, prior to taking leave. case of The Maximum number of days of leave that may be accrued for any one employee at any one time is 60 days. The principal '19 purpose for providing leave benefits is to provide periods of vacation for Borough employees. Accrued leave shall not be paid to any employee who has resigned or is terminated from Borough employement with less than one year's service. Leave without pay, if approved by the Borough Mayor may be granted to employees not to exceed 30 days. The procedure and approval shall be the same as pre ■ scribed for the granting of leave with pay. Leave without pay in excess of 30 days shall be subject to approval by the Borough Assembly. Special leave with pay may be granted to Borough employees for jury duty, or those who are members of the National Guard, to attend annual encampments. Application and approval procedure shall be the same as prescribed for regular leave with pay. Such special leave shall not be chargeable to the employee's regular accrual. Pay during such periods of special leave shall be teh regular rate less the amount(s) of pay received by the employee for National Guard duty or jury duty. The employee's regular rate of pay shall be exclusive of scheduled overtime pay. All employees applying for special leave to attend National Guard encampment shall attach a copy of his National Guard orders to the lave application. All employees granted such special leave shall furnish the Borough evidence as to the amount of National Guard pay received during the period of encampment. Such evidence may be in the form of a letter from the Commanding Officer of the National Guard unit. Leave benefits are not applicable to part -time or temporary employees. *Section 3. That Subsection D of Section 4, Chapter 2 of the Kodiak Isladd Borough Code of Ordinances is hereby amended to read: D. Holidays: The following Holidays shall be recognized by the Borough: January 1, New Year's Day; Lincoln's Birthday; Washington's Birthday; Seward's Day; Memorial Day; Independence Day; Labor Day; Alaska Day; Veteran's Day; Thanksgiving Day; Christmas Day; and everyday designated by public proclamation by the President of the United States or the governor of the State as a legal holiday. In the event of a recognized holiday falling on Saturday, the preceding Friday shall be observed. In the event of a recognized holiday falling on Sunday, the following Monday shall be observed. All employees shall be excused from work on recognized holidays and special holidays, except where the activities of the Borough require that regular or emergency work be performed. In the event holiday work is required, the rate of pay for employees working on holidays shall be two times the regular rate of pay. Page TWO, ORDINANCE NO. 74-9-0 *Section 4. That Sub- section E of Section 4 of Chapter 2, of the Borough Code of Ordinances is hereby amended to read: E. Additional Benefits: The Borough shall pay the cost of Blue Cross or other similar hospitalization plan for employees. *Section 5. That Sub- section H of Section 4 of Chapter 2, of the Borough Code of Ordinances is hereby added to read: H. Sick Leave. Each full time employee shall accrue sick leave from the date of employment at the rate of one and one - quarter (1 -1/4) days per month regardless of length of service. When sick leave exceedssthree (3) consecutive work days, a physician's statement may be required to substantiate the leave taken. An employee taking sick leave shall immediately cause his supervisor to be notified that the leave is being taken. No sick leave will be granted unless the supervising officer is satisfied that the absent officer or employee was actually sick. Upon his separation, the unused sick leave of an officer or employee is automatically cancelled without pay for such leave. Upon the death of a member of the immediate family of an officer or employee, the officer or employee may avail himself of not more than five (5) days of accrued sick leave with pay. Maternity Leave. A female employee who has been employed for not less than ten consecutive months is entitled to take a total of nine (9) weeks leave of absence immediately preceding and following childbirth. This leave shall be charged first to sick leave, and if that is not sufficient then to annual leave, then to leave without pay. *Section 6. That Sub- section D of Section 5 of Chapter 2 of the Borough Code of Ordinances be added to read: D. Official Travel. Employees of the borough, while travelling on official business and away from their homes or designated posts of duty, may be allowed, instead of their actual expenses for subsistence and all fees.or tips, a per diem allowance of not to exceed $50.00. Section 7. Officers and employees of the borough at the time tlis system goes into effect shall benefit from the seniority and sick leave provisions hereof. Page THREE, ORDINANCE NO. 74-9 -0 Section 8. This ordinance shall be effective upon enactment and passage according to law.
