1972-20 Repealing/Reenacting Chapter 4 Providing for Election Precinctsr) 1 ? 7 7 KODIAK ISLAND BOROUGH ZMERGENCY ORDINANCE NUMBER 72 -20 -EO AN ORDINANCE OF THE BOROUGH ASSEMBLY OF THE KODIAK :SLAND BOROUGH REPEALING AND RE- ENACTING CHAPTER 4, SECTION 6 )F THE KODIAK ISLAND BOROUGH CODE OF ORDINANCES AND RESOLUTIONS IROVIDING FOR ELECTION PRECINCTS WITHIN THE BOROUGH AND DECLARING N EMERGENCY WHEREAS, the qualified voters of the Borough will be Toting in a General Municipal Election on Tuesday, the 3rd day Df October, and WHEREAS, there have been changes.in the boundaries Df the election precincts since the last election, and the Borough Code of Ordinances and Regulations providing for voting precincts should be amended to reflect these changes, and an emergency exists in order that these changes can become effective before said election. NOW, THEREFORE, BE IT ORDAINED by the Borough Assembly of the Kodiak Island Borough as follows: Section 1. That an emergency exists affecting the welfare and the property of the Borough, in that there are changes which should be made in the election precincts as they now exist, before the General Municipal Election to be held on October 3, 1972, and there is not sufficient time to effect these changes by the regular ordinance procedure before that date. Section 2. Chapter 4, Section 6 of the Kodiak Island Borough Code of Ordinances is repealed and re- enacted to read as follows: "Section 6. Precincts: The following precincts and polling places are hereby established for Borough elections and may be changed from time to time as deemed necessary by the Borough Assembly by Resolution: ALITAK PRECINCT. That area commencing at Red River on the west side of Kodiak Island; thence in an easterly northeast to the headwaters of Deadman s Bay; thence following the shoreline of Deadman's Bay to the east corner of Alpine Cove; thence in a southerly direction to the eastern extremity of Geese Island off the southeast shore of the Aliulik Peninsula; thence Page One, ORDINANCE NO. 72 -20 -EO in a circuitous line around the Trinity Islands and in a northerly direction to. Red River, the place of beginning. For those 3ualified - voters living in the Alitak Precinct, the polling place shall be Akhiok School. CAPE CHINIAK PRECINT. That area on the east side of Kodiak Island, beginning at Cape Chiniak; thence westerly along the shoreline of Chiniak Bay to Kalsin Bay; thence southerly, westerly and northerly along the shoreline of Kalsin Bay to the point where the common line of T29S and T30S S.M. intersects the west shoreline-of Kalsin Bay; thence west along aforesaid line to the northwest corner of section 4, T30S, S.M. R20W; thence south along the section line common to sections 4 and 5 of R20S to the southwest corner of section 33, T30S, R20W, S.M.; thence east along the township line common to T30S and r31S to the intersection of the Sacramento River; thence southerly along the Sacramento River to the shoreline of the Pacific Ocean; thence northeasterly along the shoreline to Cape Chiniak, the place of beginning. Including the offshore islets of the area herein described. For those qualified voters living within the Cape Chiniak Precinct, the polling place shall be the schoolhouse. KARLUK PRECINCT. That area commencing at Rocky Point on the west side of Kodiak Island; thence in a southwesterly direction to the center of Shelikof Strait; thence running in an easterly direction to the headwaters of Deadman's Bay; thence in a northwesterly direction to Rocky Point, the place of beginning, and including all the rest of Election District No. 11 not otherwise included in any other precinct. For those qualified voters living within Karluk and the Karluk Precinct, the polling place shall be the Karluk School. KODIAK PRECINCT NO. 1. All that area within the city limits and northerly of the following described line: commencing at the most northerly point of High Street; thence southerly along High Street to the interseciton with Thorsheim Avenue; thence southerly along Thorsheim Avenue to the intersection with Benson Avenue; thence easterly along Benson Avenue to the intersection with Mill Bay Road; thence easterly along Mill Bay Road to the city limits. For those qualified voters living within the Kodiak Precinct No. 1, the polling place shall be the City Hall on Benson Avenue. KODIAK PRECINCT NO. 2. All that area within the city limits and westerly of the following described Line: commencing at the most northerly point of High Street; thence southerly along High Street to the intersection with Thorsheim Avenue; thence southerly along Thorsheim Avenue to the intersection with Benson Avenue; thence easterly along Benson Avenue to the intersection with Mill Bay Road; thence easterly along Mill Bay Road to the most western corner of Community Grant No. 36; thence southerly along a line drawn between said corner and centerline of 5th avenue; thence southerly along 5th Avenue to the intersection with Mission Road; thence easterly along Mission Road to the most westerly corner of Paul's Subdivision; thence southerly along the westerly boundary of Paul's subdivision to the city limits. For those qualified voters living within Kodiak Precinct No. 2, the polling place shall be the Harbormaster Building on Marine Way. KODIAK PRECINCT NO. 3. That portion of District 11 on the northwest end of Kodiak Island described as follows: beginning at the junction of the Larsen Bay and Old Harbor at Mission Road Precinct in a straight line to the southeast point of the Port Lions Precinct; thence in a westerly direction along the southern boundaries of the Port Lions and Ouzinkie Precinct to the southeast point of Ouzinkie Precinct; thence in a southwesterly direction along the Karluk Precinct boundary to the north tip of the Larsen Bay Precinct; thence along the northeasterly boundary of said precinct to the point of beginning. For those qualified voters living within the Uganik Bay Precinct, the polling place shall be the West Point Cannery, except when otherwise designated as a place where the voting shall be by absentee ballot due to the lack of election officials and judges."
