AN ORDINANCE AMENDING CHAPTER 3, SUB- CHAPTER 2 OF THE KODIAK
ISLAND BOROUGH CODE OF ORDINANCES AND RESOLUTIONS BY ADDING THERETO
SECTION 4, TO PROVIDE FOR PERSONAL PROPERTY DECALS.
BE IT ORDAINED:
Section 1. The Kodiak Island Borough Code of Ordinances and
Resolutions, Chapter 3, Sub - Chapter 2, is hereby
amended by adding thereto a new section designated
as Section 4 as follows:
"SECTION 4. PERSONAL PROPERTY DECALS
A. ISSUANCE OF DECALS. Every person or business who has
filed a personal property tax return indicating ownership
of vehicles as defined herein will be issued by the
Assessor for the Kodiak Island Borough a decal for each of
the vehicles so owned.
B. EXCEPTIONS. The provisions of this Ordinance shall not
apply to vehicles which are owned by the State of Alaska or
any political subdivision thereof or by the U. S. Government.
In addition, vehicles which are registered with the State
Department of Revenue shall be exempt from this Ordinance.
C. FORM AND DISPLAY OF DECALS. The decal's design and
material may be chosen by the Assessor's Office of the
Kodiak Island Borough. Such decal shall be placed in a prom-
inent and visible place on the vehicle. In the case of a
trailer, Pick -up camper and boat, it must be displayed on the
right side of the front window, or if no window is available,
on a prominent place on the right hand side of the vehicle.
In the case of an aircraft, the decal must be displayed on
—� the left side of the vertical stabilizer.
D. TRANSFERRABLE AND NON - TRANSFERRABLE. The decals issued
under the provisions of this Ordinance shall not be transfer-
rable from one vehicle to another. However, any person or
business who sells or otherwise disposes of a vehicle with a
decal on it may leave the decal on such vehicle.

E. TIME OF AFFIXATION. Such decals must be affixed to
the subject property no later than April 15 of each year.
F. PENALTY. Failure on the part of a person or business
to affix the decal to required vehicles will subject the
person or business to a fine of not less than $25.00 nor
more than $100.00 for each vehicle on which the decal has
not been affixed.
G. DEFINITIONS. Whenever the term 'vehicle" is used in
this Ordinance, it shall be construed to include aircraft,
mobile homes, boats and pick -up campers."
Section 2. This Ordinance shall become effective thirty (30) days
after its adoption.
