08/29/2002 RMA regular meeting of the Kodiak Island Borough Assembly was held August 29, 2002 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:33 p.m. The invocation was given by Captain Dave Davis of the Salvation Army, followed by the Pledge of Allegiance. Unanimous voice vote REGULAR MEETING ROLL CALL APPROVAL OF MINUTES Volume XXVII Page 243 VOTE ON MOTION TO APPROVE MOTION CARRIED AWARDS AND PRESENTATIONS A. Proclamations Unanimous voice vote Nancy Wells thanked the Assembly for recognizing Fetal Alcohol Syndrome as a preventable defect. She invited the Assembly to their November conference. Mayor LeDoux proclaimed September Fetal Alcohol Syndrome FETAL ALCOHOL Awareness Month to promote awareness of the effects of SYNDROME AWARENESS prenatal exposure to alcohol, to increase compassion for MONTH those individuals affected, to minimize further effects, and to ensure healthier communities across Alaska. Mayor LeDoux proclaimed September 2 -6, 2002 as "Payroll Week" in honor of Kodiak Island Borough Accounting /Payroll Technician, Sharon Kennedy and all the employees who work in the payroll profession. CITIZENS COMMENTS CITIZENS COMMENTS Evelyn Mortimer, Senior Citizens of Kodiak president, thanked the Assembly for non - profit funding that helped provide hot meals, a computer room, library, bus service, and care giver programs. She also thanked Assemblymember Branson for her time and dedication to the Senior Center. Dave Davis thanked the Assembly, City of Kodiak, and the community for the time and effort with the crossing guard program and urged continued involvement. Julie Bonney, Alaska Ground Fish Data Bank director, urged the Assembly to support Resolution No. 2002 -24. She said this five -year program needed authorization for renewal. The program meant more work for boats and processors and would change the finished product from volume to value for the consumer. Erin Harrington, United Fisherman's Marketing Association administrative assistant, opposed Resolution No. 2002 -24 because it was out of the public arena and there were many differences when comparing Alaska and Washington fisheries. Oliver Holm opposed Resolution No. 2002 -24 as it would go to Washington D.C. and force the council to work around the issues. He said this would affect many fisherman and the Assembly should prepare their own Resolution. Benny Dactuilanea, Alaska Pacific Seafoods, said the pilot rockfish program was discussed and supported by processing employees. He said processing the rockfish during the Regular Assembly Meeting August 29, 2002 AWARDS AND PRESENTATIONS PROCLAMATIONS PAYROLL WEEK Volume XXVII Page 244 slow time of the year would keep employees employed. Peter Allan, commercial fisherman, phoned to express his concern that the Assembly had no stand on crab rationalization and to state that he was opposed to processor shares. Enrique Perez, Western Alaska Fisheries dock foreman, spoke for his co- workers to urge the Assembly to support the resolution. Terry Haines said local fisherman, processors, and workers were the main stay of fishing; however, he felt there was a better way to manage "rationalization ". He asked if every fishery would become rationalized. Antonio Garcia said fisheries had changed considerably and without the Assembly's endorsement on Resolution 2002 -24, he would not be able to provide for his family. Mitch Kilborn, Western Alaska Fisheries manager, supported Resolution No. 2002 -24 as a bargaining tool if rockfish processing spread over a few months. He was concerned that cannery workers would be replaced with transients without year -round production. Joe Macinko said the talk about the race for fish was just talk and it was actually a race for history because the large boats and processors still made money. Jean Franquelin, Trident Foods of Alaska plant manager, was not sure of the benefits for the processors but knew workers would benefit. He said when the Mayor asked for votes, she received them, and now it is time for her to help them. Rick Medina, True World Foods of Alaska production supervisor, strongly supported the pilot rockfish program as a way to keep workers working. Steve Drage, commercial fisherman, said for many years the Council said no to any solution. He said this was a race for fish and a competition with offshore processors. He urged the Assembly to adopt the resolution. Randy Ensign, Net Systems manager, said his business supported commercial fisheries and his staff had reduced from eight to two. He urged the Assembly to adopt the resolution. Mike Martin, Brechan Enterprises president, said this affected them also in that reduced fisheries caused reduced projects. He wanted rationalization on all fish. He said Kodiak lost out with no representation in Dutch Harbor. Regular Assembly Meeting August 29, 2002 Volume XXVII Page 245 Matt Moir appreciated the resolution as it would be good for the community, harvesters, processors, and would increase the value of the fish. Chris Fournier, Trident Seafoods dock foreman, said this would be good for the community by bringing in more work for the employees and money into the businesses. He said he would like the fishing season stretched out. Mike Milligan said he was proud of the number of people testifying. He said he would like the wording in Resolution 2002 -24 to be common wording. COMMITTEE REPORTS None. PUBLIC HEARING None. BOROUGH MANAGER'S REPORT Manager Carlson said the draft request for proposal for Womens Bay was available. He said national security at airports should be designed to make life easier at the airport, but the lack of space was an issue for the Alaska Airlines Terminal. He encouraged everyone to enjoy the rodeo. MESSAGES FROM THE BOROUGH MAYOR MESSAGES FROM THE BOROUGH MAYOR Mayor LeDoux wanted more involvement in fisheries issues and felt rationalization was the way to go. She said Resolution 2002 -24 was not perfect but a beginning in supporting the fisheries issues. Resolution No. 2002 -24 Endorsing the Central RESOLUTION Gulf of Alaska Pilot Rockfish Program as an NO. 2002 -24 Economic Development Plan for Kodiak. BONNEY, moved to adopt seconded by RAZO Resolution No. 2002 -24. Regular Assembly Meeting August 29, 2002 Volume XXVII Page 246 Manager Carlson said this was brought forward from the Groundfish Databank which was forwarded by the Chamber of Commerce for consideration by the Assembly. In drafting the resolution he utilized a large part of the fundamental criteria, the most significant change was in the Section 2 of the "Now, Therefore be it Resolved ". The intent of the program was to ensure that the historic share of fisheries resources are maintained in Kodiak. Assemblymember Stevens said this was an effort to bring a focus to the fishery process. He said it was not perfect but a way to move forward. Assemblymember Razo agreed with Assemblymember Stevens, but did not understand the basis of the argument as this proposal would affect only a small group of the fishing industry. He said if this does go forward with processor shares, what would be so bad to guarantee small shares. With crab we were splitting the pie, here everyone was saying do this for us, this was of now comparison, we were by passing the council for this process. This was not going to derail the efforts with the council. He demanded we be recognized because with crab we didn't and got burned. He said he would support the resolution. Assemblymember Branson supported the resolution as a progressive idea to enhance the community. She encouraged residents to come forward with any other ideas. Assemblymember Bonney thanked those who spoke. He said processors should be heard because something needed to be done to save the fishing industry. He supported the resolution to protect harvesters and vendors. Assemblymember Abell said fisheries education was needed and he was upset that the Mayor put the Assembly in the middle. Resolution No. 2002 -25 Paying Tribute to Those Who Lost Their Lives During the September 11, 2001 Terrorist Attacks and Supporting the President of the United States as He Works With His National Security Team to Defend Against Additional Attacks and Bringing the Perpetrators to Justice. Regular Assembly Meeting August 29, 2002 RESOLUTION NO. 2002 -25 Volume XXVII Page 247 BRANSON, moved to adopt seconded by RAZO Resolution No. 2002 -25. Manager Carlson said the Assembly requested this for NACo to celebrate the nation's resiliency and to remember the sacrifices of those who died on September 11, 2001. VOTE ON MOTION TO APPOINT Ayes: Razo, Stevens, Abell, Bonney Noes: None Absent: Heinrichs, Turner MOTION CARRIED: Unanimous CITIZENS COMMENTS Mike Milligan phoned to compliment the Assembly for their process on the pilot rockfish program and for taking a risk to maintain cannery workers' best interests. Erin Harrington phoned to thank the Assembly and those individuals who spoke to the pilot rockfish program. Geneva Macinko phoned to say she felt the Assembly made a decision on an issue they did not understand. ASSEMBLYMEMBER COMMENTS ASSEMBLYMEMBER COMMENTS Assemblymember Branson thanked Manager Carlson, staff, and the school district for the high school tour where everything was bright. She was glad to see the Request For Proposal on the Womens Bay Comprehenisive Plan completed in a timely manner. Assemblymember Bonney said the ATV Adhoc Committee was working on a Resolution for the Assembly's approval, but the Committee did not want to limit or take rights away but to promote responsible riding. He thanked Murphy Forner for a good job and the Assembly for adopting Resolution No. 2002 -24. Assemblymember Stevens said he and Manager Carlson met with DOT representatives to discuss airport security around the country. He noted that local airport security would be more complex and would require earlier passenger check -in. He said the Assembly received a letter from a visitor describing how deplorable our airport was. He thanked Wayne Coleman for his dedication to the Prince William Sound Regional Citizen's Advisory Council. He asked the Assembly to sponsor the President's Reception at SWAMC in Kodiak. Assemblymember Abell said the tour of the High School gave Regular Assembly Meeting August 29, 2002 CITIZENS COMMENTS Volume XXVII Page 249 them the insight on repairs needed. He would like to see bond issues come forward for the projects. He concurred with sponsoring the SWAMC President's Reception. Assemblymember Razo said now was the time to borrow money to support infrastructure. He was glad to see Evelyn Mortimer and Dave Davis thanking the Assembly for their non - profit funding. He encouraged people to volunteer as crossing guards and wished everyone a fun time at the fair. Mayor LeDoux announced that the Assembly would meet in a work session on Thursday, September 12 at 7:30 p.m. in the Borough conference room, a joint Assembly /City Council work session on Thursday, September 17 at 7:30 p.m. in Borough conference room, and a regular meeting on Thursday, September 19 at 7:30 p.m. in the Assembly chambers. Borough offices would be closed Monday, September 2 in Observance of the Labor Day holiday.
