07/18/2002 RMA regular meeting of the Kodiak Island Borough Assembly was held July 18, 2002 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Mayor LeDoux followed by the Pledge of Allegiance. RAZO, moved to approve the seconded by BRANSON minutes as submitted. Assemblymember Branson corrected the spelling of Wil Milam's name on page five of the regular meeting minutes. EMPLOYEE OF THE QUARTER Manager Carlson presented the Employee of the Quarter award to Martin Lydick, Associate Planner in the Community Development Department. CITIZENS COMMENTS Nicola Belisle, Hope Community Resources director, outlined the services Hope Community Resources provided to the community. She expected to continue the summer program until the spring of 2003. Ivette Hobson, Hope Community Resources respite program coordinator, thanked the Assembly for potentially funding their request. She reported on how the funds were used last year. Laura Maloney, Hope Community Resources summer program coordinator, related that adults and children with developmental disabilities benefitted from the program. Jean Carson thanked the Assembly for their potential funding as her 6 -year old grandson with developmental disability benefitted from the invaluable programs. COMMITTEE REPORTS None. PUBLIC HEARING None. BOROUGH MANAGER'S REPORT Manager Carlson would attend the North Pacific Fishery Management Council Protocol Committee meeting in Anchorage. The fiber optic line easement was near completion. He would provide a year -end report and the Borough financial report at the next Assembly meeting. He saw a substantial insurance increase; however, he was able to reduce the property insurance cost by 25 percent. He was astounded at the outcome of the Exxon Valdez Oil spill compensation lawsuit. He said ongoing construction projects were on schedule. MESSAGES FROM THE BOROUGH MAYOR Mayor LeDoux congratulated Employee of the Quarter Martin Lydick. She extended her condolences to the Dawson, Magnusen, and Panamarioff family. She also was surprised by the verdict on the Exxon lawsuit. UNFINISHED BUSINESS None. CONTRACTS CONTRACTS 1. Contract No. 2002 -16 High School Science Lab Roof CONTRACT Repair. NO. 2002 -16 RAZO, seconded by BRANSON Manager Carlson reported that this was to repair 12,000 square feet of roof above the high school science lab. He recommended awarding to Clarion Company as the only bidder. The base bid was $65,000 with alternate no. 1 at $24,650 and unit prices of approximately $10,000. In response to Assemblymember Stevens, he related that the 12,000 square foot roof was a small portion of the total of sixteen acres of roof that the Borough maintained. Assemblymember Branson was pleased to see the project come before them. Contract No. 2002 -17 High School and Middle School CONTRACT Gym Floor Refinish. NO. 2002 -17 TURNER, seconded by RAZO moved to award Contract No. 2002 -16 to Clarion Company of Kodiak in an amount not to exceed $99,700. moved to award Contract No. 2002 -17 to Alaska Industries of Wasilla, Alaska in an amount not to exceed $52,340. Manager Carlson said this was to sand and refinish the gym floors at the high school and middle school. Staff evaluated the two bids received, checked references, and recommended awarding the contract to Alaska Industries. ORDINANCES FOR INTRODUCTION Regular Assembly Meeting July 18, 2002 moved to award Contract No. 2002 -18 to C & M Enterprises of Kodiak in an amount not to exceed $34,900. Manager Carlson said this would paint and repair the exterior of East Elementary School. C &M Enterprises was the sole bidder. The color would be changed to brighten the school as requested by the P.T.A. Assemblymember Branson was in favor of changing the color to brighten up the school. Razo, moved to adopt seconded by BRANSON Resolution No. 2002 -23. Manager Carlson said the funding table reflected the Assembly's discussion at work session. He said Health and Social Services was funded at $208,389 and Education, Culture, and Recreation was funded at $135, 282. Spending requirements would be transmitted in each agency's funding letter. Ordinance No. 2002 -12 Amending Kodiak Island Borough Code of Ordinances Title 7 Elections Chapter 7.30 Procedures for Conduct of Elections Section 7.30.030 Ballots - -Form and amending Chapter 7.40 Canvassing and Certification of Election Returns by Adding Section 7.40.025 Simple RESOLUTIONS RESOLUTION NO. 2002 -23 ORDINANCES FOR INTRODUCTION ORDINANCE NO. 2002 -12 Volume XXVII Page 226 Majority - -Votes Required for Election to Office. BRANSON, moved to adopt seconded by RAZO Ordinance No. 2002 -12 in first reading to advance to public hearing on August 1, 2002. Clerk Nielsen said this amended the code by removing the requirement to print ballot numbers on ballots to ensure that voter privacy was protected. This also eliminated the need for runoff elections. Confirmation of Mayoral Appointment to the Personnel Advisory Board. Mayor LeDoux advised that after conferring with the Assembly, she determined to appoint Diane Deshazo to the vacant seat on the Personnel Advisory Board. moved to confirm the mayoral appointment of Diane Deshazo to a seat on the Personnel Advisory Board for a term to expire December 2004. Ayes: Turner, Abell, Bonney, Branson, Razo, Stevens None Heinrichs Unanimous Trevor Jones, Kodiak Baptist Mission Director, thanked the Assembly for funding the Mission. He noted how important the Food Bank Program was to those affected by the decline in the fishing industry. Tish Raub, Kodiak Women's Resource and Crisis Center Director thanked the Assembly for the generous funding. She said that the Kodiak community and the outlying OTHER ITEMS PERSONNEL ADVISORY BOARD APPOINTMENT CITIZENS COMMENTS Volume XXVII Page 227 villages will benefit tremendously on the funding. ASSEMBLYMEMBER COMMENTS ASSEMBLYMEMBER COMMENTS Assemblymember Razo commended the excellent contributions of Engineering and Facilities Director Bud Cassidy to the Borough and School District. It was notable to see six out of the seven projects in progress. Assemblymember Abell was glad the Borough had the ability to fund non - profits. He researched the hiring of the Football League coach and found that the School District would not pay his wages so the League would bear the cost. Assemblymember Turner congratulated Martin Lydick. She appreciated the Hope Community Resources staff and the Kodiak Baptist Mission director who expressed appreciation for non - profit funding. She said the Kodiak Football League would work diligently to raise funds to support their programs. Assemblymember Stevens congratulated Martin Lydick and thanked Diane Deshazo for her willingness to serve on the Personnel Advisory Board. Assemblymember Bonney said it was easy for the Assembly to take credit; however, without the efforts of Manager Carlson, accomplishing projects would be difficult. Assemblymember Branson congratulated Martin Lydick. She was glad to see the ongoing school improvements. She reported that KATS provided 13,000 rides this year to different non - profit organizations in Kodiak. Mayor LeDoux announced that the Assembly would meet in a work session Thursday, July 25 at 7:30 p.m. in the Borough conference room and a regular meeting Thursday, August 1 at 7:30 p.m. in the Assembly chambers.
