10/25/2001 SMA special meeting of the Kodiak Island Borough Assembly was held October 25, 2001 in the Kodiak Island Borough conference room at 710 Mill Bay Road. The meeting was called to order at 9:24 p.m. There were present: Deputy Mayor: Robin Heinrichs Assemblymembers: Tom Abell Tuck Bonney Greg Razo Absent: Mayor LeDoux Pat Branson comprising a quorum of the Assembly; and Pat Carlson, Manager Judi Nielsen, Borough Clerk Nova Javier, Assistant Clerk STEVENS, moved to excuse seconded by RAZO Assemblymember Branson. VOTE ON MOTION TO EXCUSE MOTION CARRIED Unanimous voice vote CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING A. Resolution No. 2001 -46 Supporting Recommendations that Imports of Chilean Farmed Salmon be Restricted During Alaska's Primary Salmon Harvest Season of June through September. RAZO, moved to adopt seconded by ABELL Resolution No. 2001 -46. Manager Carlson said that the value of Alaskan Salmon decreased significantly due to Chilean Salmon imports. BONNEY, seconded by STEVENS Special Assembly Meeting October 25, 2001 KODIAK ISLAND BOROUGH Special Assembly Meeting October 25, 2001 Wayne Stevens Darlene Turner moved to amend Resolution No. 2001 -46 on the sixth whereas to read: "the rate of increase in production for the third quarter of Chilean Salmon imports is more than double the rate of other farmed salmon producers ". SPECIAL MEETING ROLL CALL CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING RESOLUTION NO. 2001 -46 Volume XXVII Page 81 ROLL CALL VOTE ON MOTION AS AMENDED Ayes: Abell, Bonney, Heinrichs, Razo, Stevens, Turner Noes: None Absent: Branson MOTION CARRIED Unanimous In response to Assemblymember Abell, Manager Carlson advised that this was a dramatic and intentional action against Alaskan Salmon prices. RAZO, seconded by BONNEY, ROLL CALL VOTE ON MOTION AS AMENDED Ayes: Noes: None Absent: Branson MOTION CARRIED Unanimous ROLL CALL VOTE ON THE MAIN MOTION Ayes: Noes: None Absent: Branson MOTION CARRIED Unanimous STEVENS, seconded by TURNER Special Assembly Meeting October 25, 2001 moved to amend, on the fourth, fifth, eight whereas, to insert the word: "Salmon" after the word: "Chilean ". Bonney, Heinrichs, Razo, Stevens, Turner, Abell In response to Assemblymember Razo, Manager Carlson said that on the Resolution itself, a direction may be added directing staff to forward the resolution to proper agencies or direction may be added on the agenda statement. Resolution No. 2001 -43A Amending Resolution RESOLUTION No. 2001 -43 Ratifying and Certifying the NO. 2001 -43A Results of the Municipal Election Held October 2, 2001. moved to adopt Resolution No. 2001 -43A. Volume XXVII Page 82 Clerk Nielsen said that this amendment was required to ratify and certify the election results for the Monashka Bay Service Area Board. STEVENS, seconded by RAZO, Ayes: Stevens, Turner, Abell, Bonney, Heinrichs, Razo Noes: None Absent: Branson MOTION CARRIED Unanimous At 9:40 p.m. Deputy Mayor Heinrichs recessed the special meeting into executive session and invited Manager Carlson to attend. At 10:08 p.m. Deputy Mayor Heinrichs reconvened the special meeting and announced no action would be taken as a result of the executive session.
