10/18/2001 RMKODIAK ISLAND BOROUGH Regular Assembly Meeting October 18, 2001 A regular meeting of the Kodiak Island Borough Assembly was held October 18, 2001 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Chaplain Paul Smith of the Kodiak Police Department, followed by the Pledge of Allegiance. Kodiak Island Borough August 21, 2001. HEINRICHS, seconded by BRANSON VOTE ON MOTION TO APPROVE MOTION CARRIED AWARDS AND PRESENTATIONS A. Proclamations Regular Assembly Meeting October 18, 2001 Greg Razo Darlene Turner comprising a quorum of the Assembly; and moved to excuse Assemblymembers Bonney and Stevens. Unanimous voice vote moved to approve the agenda. Unanimous voice vote Assembly Regular Minutes of moved to approve the minutes as submitted. Unanimous voice vote Mayor LeDoux proclaimed the week of October 22 -26, 2001 "National School Bus Safety Week" urging the citizens of Kodiak to recognize the school bus drivers, the school district, and private school bus contractors like Laidlaw Transit Inc. for providing safe transportation to REGULAR MEETING ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES AWARDS AND PRESENTATIONS PROCLAMATION NATIONAL SCHOOL BUS SAFETY WEEK Volume XXVII Page 76 children. Bill Marsh and Manuel Trinidad Poblete accepted the proclamation. B. Employee of the Quarter Manager Carlson presented the Employee of the Quarter Award to Bill Bissett, Engineering /Facilities Department maintenance engineer at the Kodiak Fisheries Research Center. C. Employee Longevity Awards Manager Carlson presented ten -year Longevity Awards to Judi Nielsen, Borough Clerk, and Sharon Kennedy, Finance Department payroll /accounting technician. CITIZENS' CITIZENS' COMMENTS COMMENTS Bruce Schactler supported Resolution No. 2001 -45 and funding the United Fisherman of Alaska (UFA). COMMITTEE REPORTS Phil Cline, Providence Kodiak Island Medical Center Administrator, provided a brief financial update to the Assembly. Tracy Jilae, Kodiak Health Care Foundation Executive Director, gave a power point presentation on Kodiak Project Health Access which provides access for quality health care to Kodiak's uninsured residents. In response to Assemblymember Heinrichs, Ms. Jilge said statistics were being gathered to determine the need for a long -term project. Assemblymember Branson said statistics could be used to determine further funding and continuing the project. In response to Assemblymember Turner, Ms. Jilge said Jessie Vizcocho was chairing a committee that advertised the program in several languages. Assemblymember Razo thanked Ms. Jilge and the volunteers for their excellent work. Assemblymember Abell was grateful and proud of the Borough and hospital partnership. Mayor LeDoux thanked Ms. Jilge for her report and for the distinguished program. Dr. Mollie TeVrucht, U.S. Army Corps of Engineers project manager, reported on the successfully completed environmental restoration of former underground storage tanks sites in Bells Flats and the Buskin beach area. She invited the Assembly and the public to attend their open house at Safeway on October 19 from 2:00 p.m. to 6:00 p.m. Manager Carlson thanked the Corps of Engineers for the valuable service they provide to the community. Assemblymember Razo commended the Planning and Zoning Commissioner for a significant amount of work. He would participate in discussion on non - profit and for - profit corporations in February at the Kodiak Area Native Association (KANA). Assemblymember Turner reported that the Mental Health Center Advisory Board relocated their meetings to the Regular Assembly Meeting October 18, 2001 EMPLOYEE OF THE QUARTER EMPLOYEE LONGEVITY AWARDS COMMITTEE REPORTS Volume XXVII Page 77 Borough conference room because of the limited seating space at the Mental Health Center. PUBLIC HEARING A. Ordinance No. 2001 -10A Amending Ordinance No. 2001 -10 Fiscal Year 2002 Budget to Reflect Amendments. HEINRICHS, moved to adopt Ordinance seconded by BRANSON No. 2001 -10A. Manager Carlson reported that this ordinance was for a budget adjustment to reflect actual revenues and /or expenditures including acquisition of the AS400 computer system and funding the UFA membership fee and the Star Band Satellite Internet system. Mayor LeDoux called for public testimony; hearing and seeing none, she reconvened the regular meeting. Assemblymember Turner supported funding UFA. She felt that the Star Band project was integral to improving the quality of life in the outlying cities. Assemblymember Abell was glad to see the Assembly move forward on fishing issues; however, he wanted a policy established for funding future requests. VOTE ON MOTION TO ADOPT Ayes: Abell, Branson, Heinrichs, Razo, Turner Noes: None Absent: Bonney, Stevens MOTION CARRIED Unanimous BOROUGH MANAGER'S REPORT Manager Carlson hoped fiber optics would come to Kodiak next year. He said the SWAMC mitigation funds would be distributed before Christmas. He provided an update on the high school roof repair project. He attended a community development meeting at KANA. A coordinated grant writing workshop would be held in December. MESSAGES FROM THE MESSAGES FROM THE BOROUGH MAYOR MAYOR Mayor LeDoux was pleased to the Assembly's proactive to fisheries by joining UFA. She was glad to see the Borough become a part of the Project Health Access Program. She thanked the community for re- electing her as mayor. UNFINISHED BUSINESS None. NEW BUSINESS A. CONTRACTS None. B. RESOLUTIONS 1. Resolution No. 2001 -43 Ratifying and Certifying the Results of the Municipal Election Held October 2, 2001. TURNER, moved to adopt Resolution seconded by BRANSON No. 2001 -43. Regular Assembly Meeting October 18, 2001 PUBLIC HEARING ORDINANCE NO. 2001 -10A MANAGER'S REPORT UNFINISHED BUSINESS NEW BUSINESS CONTRACTS RESOLUTIONS RESOLUTION NO. 2001 -43 Volume XXVII Page 78 Clerk Nielsen read the resolution that certified the October 2, 2001 election. VOTE ON MOTION TO ADOPT Ayes: Branson, Heinrichs, Razo, Turner, Abell Noes: None Absent: Bonney, Stevens MOTION CARRIED Unanimous 2. Resolution No. 2001 -44 Supporting the Kodiak Area Coordinated Transit System (KATS). RAZO, seconded by TURNER VOTE ON MOTION TO ADOPT moved to adopt Resolution No. 2001 -44. Assemblymember Branson said this was not a request for funding but for continued support of KATS as a state recognized coordinated system for Kodiak. Resolution No. 2001 -45 Urging the U.S. Department of Agriculture to Develop Organic Certification Standards for Wild Seafood (Aquatic Animals). HEINRICHS, moved to adopt Resolution seconded by BRANSON No. 2001 -45. Mayor LeDoux said the resolution urged the Department of Agriculture to develop standards for certifying Alaska seafood as organic. Regular Assembly Meeting October 18, 2001 RESOLUTION NO. 2001 -44 RESOLUTION NO. 2001 -45 ORDINANCES FOR INTRODUCTION OTHER ITEMS OATH OF OFFICE TO NEWLY- ELECTED MAYOR OATH OF OFFICE TO NEWLY- ELECTED ASSEMBLYMEMBERS Volume XXVII Page 79 Clerk Nielsen administered the Oath Office to newly - elected Assemblymembers Pat Branson and Robin Heinrichs. 3. Resignation of Providence Kodiak Island Mental Health Center Advisory Board Member. TURNER, moved to accept, with seconded by Branson regret,the resignation of Cecille Ranney from the Providence Kodiak Island mental Health Center Advisory Board member and direct the Borough clerk to advertise the vacancy per Borough Code. Assemblymember Turner reminded the community that voluteerism was integral for the Kodiak Island Borough and she thanked Cecil Ranney for his service on the board. Assemblymember Abell congratulated Clerk Nielsen, Mayor LeDoux, and Assemblymembers Branson and Heinrichs. Assemblymember Turner noted that October was Breast Cancer Awareness Month. She congratulated Clerk Nielsen and Sharon Kennedy. She thanked Bruce Schactler for his comments. She said Project Health Access was important and thanked Phil Cline, Tracy Jilge, and all volunteers. She thanked the Core of Engineers for their efforts in Kodiak. She commended Manager Carlson for a tremendous job. She congratulated Mayor LeDoux and Assemblymembers Branson and Heinrichs for their re- election. Assemblymember Branson congratulated Bill Bissett as employee of the quarter and Clerk Nielsen and Sharon Kennedy for their ten -year longevity awards. Assemblymember Heinrichs congratulated Bill Bissett, Clerk Nielsen, :And Sharon Kennedy. He thanked the PKIMC for providing he seed money for Project Health Access.
