10/09/2001 RMKODIAK ISLAND BOROUGH Regular Assembly Meeting October 9, 2001 A regular meeting of the Kodiak Island Borough Assembly was held October 9, 2001 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Chaplain Paul Smith of the Kodiak Police Department, followed by the Pledge of Allegiance. There were present: Mayor: Gabrielle LeDoux Assemblymembers: Tom Abell Tuck Bonney Pat Branson Absent: Darlene Turner comprising a quorum of the Assembly; and Pat Carlson, Manager Judi Nielsen, Borough Clerk Nova Javier, Assistant Clerk Robin Heinrichs Greg Razo Wayne Stevens STEVENS, moved to excuse seconded by BRANSON Assemblymember Turner. VOTE ON MOTION TO EXCUSE MOTION CARRIED APPROVAL OF AGENDA Unanimous voice vote HEINRICHS, moved to approve the seconded by BRANSON agenda. VOTE ON MOTION TO APPROVE MOTION CARRIED APPROVAL OF MINUTES None. AWARDS AND PRESENTATIONS A. Proclamations Regular Assembly Meeting October 9, 2001 Unanimous voice vote Mayor LeDoux proclaimed October 7 -13, 2001 Fire Prevention Week urging Kodiak residents to participate in fire prevention activities at home, work, and school to ensure their safety and the safety of their families in the event REGULAR MEETING ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES AWARDS AND PRESENTATIONS PROCLAMATIONS FIRE PREVENTION WEEK Volume XXVII Page 71 of a fire. Bruce McNeil accepted the proclamation on behalf of Bayside Fire Department. Mayor LeDoux proclaimed the month of October 2001 as Domestic Violence Awareness Month urging all citizens to actively support and participate in the ongoing programs designed to reduce, and eventually eliminate domestic violence as a social problem. Christa Inman, Kodiak Women's Resource and Crisis Center, accepted the proclamation. CITIZENS' COMMENTS Jane Petrich, Even Start Program College Representative spoke in support of Ordinance No. 2001 -10A as it would provide $8,000 to help establish community satellite Internet access for Old Harbor, Ouzinkie, Port Lions, and Larsen Bay. COMMITTEE REPORTS None. PUBLIC HEARING None. BOROUGH MANAGER'S REPORT None. MESSAGES FROM THE BOROUGH MAYOR Mayor LeDoux was honored to be re- elected as mayor. She was pleased that the Assembly was considering joining United Fisherman of Alaska organization. She felt the Starband Internet System would be beneficial to village communities. She hoped to continue working for what is best for Kodiak. UNFINISHED BUSINESS None. NEW BUSINESS A. CONTRACTS 1. Contract No. No. 2001 -26 Purchase of AS /400 Computer System. RAZO, seconded by HEINRICHS Manager Carlson said replacing the current computer system was necessary to ensure support for the software to comply with federal and state financial reporting. Regular Assembly Meeting October 9, 2001 moved to approve Contract No. 2001 -26 with Pacific InfoSystems of Spokane, Washington in the amount of $187,877. DOMESTIC VIOLENCE AWARENESS MONTH CITIZENS' COMMENTS COMMITTEE REPORTS PUBLIC HEARING MANAGER'S REPORT MESSAGES FROM THE MAYOR UNFINISHED BUSINESS NEW BUSINESS CONTRACTS CONTRACT NO. 2001 -26 Volume XXVII Page 72 In response to Assemblymember Stevens, Manager Carlson said the proposals went through extensive review and staff felt Pacific InfoSystems, Inc. had the technical expertise and experience that best fit the needs of the Borough. Contract No. 2000 -21A Amending Contract No. 2000 -21 Legislative Consultant for the Kodiak Island Borough During the Fiscal Year 2002 Legislative Session. HEINRICHS, seconded by BRANSON VOTE ON MOTION TO APPROVE Ayes: Noes: Absent: MOTION CARRIED B. RESOLUTIONS Regular Assembly Meeting October 9, 2001 moved to approve Contract No. 2001 -21A with Hickey and Associates of Juneau, Alaska in an amount not to exceed $35,000. Manager Carlson said Lobbyist Mark Hickey was very well connected, very cooperative, and very attentive to the Borough's lobbying needs. Assemblymember Razo felt it was important for the Assembly to have the right Lobbyist in Juneau for things to be accomplished in Kodiak. Resolution No. 2001 -42 Adopting an Alternative Allocation Method for the FY 2002 Shared Fisheries Business Tax Program and Certifying that this Allocation Method Fairly Represents the Distribution of Significant Effects of Fisheries Business Activity in Fisheries Management Area 13. HEINRICHS, moved to adopt Resolution seconded by RAZO No. 2001 -42. CONTRACT NO. 2000 -21A RESOLUTIONS RESOLUTION NO. 2001 -42 Volume XXVII Page 73 Manager Carlson said this was required to participate in the Shared Fisheries Business Tax Program. He felt this program definitely fell within the Legislation's intent. In response to Assemblymember Stevens, Manager Carlson said last year the City of Kodiak received $600,184 and the Borough received $907,428 in standard raw fish tax. Assemblymember Heinrichs said unanimous adoption was required of the participants in order for the resolution to become effective. Manager Carlson added that if a municipality chose not to adopt this formula, the process would require the long form which would reduce funding to smaller communities. Ordinance No. 2001 -10A Amending Ordinance No. 2001 -10 Fiscal Year 2002 Budget to Reflect Amendments. BONNEY, seconded by BRANSON Manager Carlson said this would adjust the budget to reflect the actual revenues and expenditures. Assemblymember Razo noted a typographical error on page one. VOTE ON MOTION TO ADVANCE Ayes: Heinrichs, Razo, Stevens, Turner, Abell, Bonney, Branson Noes: Absent: MOTION CARRIED D. OTHER ITEMS None. Regular Assembly Meeting October 9, 2001 moved to adopt Ordinance No. 2001 -10A in first reading to advance to public hearing on October 18, 2001. None Turner Unanimous ORDINANCES FOR INTRODUCTION ORDINANCE NO. 2001 -10A OTHER ITEMS Volume XXVII Page 74 CITIZENS' COMMENTS None. ASSEMBLYMEMBER COMMENTS Assemblymember Razo encouraged the Assembly and School Board to discuss vocational education planning and suggested forming a joint committee to begin the process. Assemblymember Abell would not support funding the United Fishermen of Alaska and MCA. He wanted to see more people come forward and not just the leadership of the groups. Assemblymember Stevens provided an update on the distribution of the mitigation fund. He commended Central Gulf Sub - Region representatives Julie Bonney and Jay Stenson, City Manager Linda Freed, Borough Manager Pat Carlson, and Jerome Selby, as well as Board members Deborah King and Mary Monroe for their contributions. Assemblymember Branson encouraged residents to attend the Financial Future of Alaska town meeting sponsored by Senator Alan Austerman and Representative Gary Stevens. Assemblymember Bonney provided an update on open fishing seasons and their importance to the community. He agreed with Assemblymember Abell's comment and added that he felt the fishing industry would fail if the fishing groups could not put aside their differences. Assemblymember Heinrichs was pleased to see early discussion on the budget and the Assembly's goals and objectives. He thanked the police department for the radar speed display devices that would help protect crossing guards and students. Mayor LeDoux announced that the Assembly would meet in a work session on Thursday, October 11 at 7:30 pm in the Borough conference room; a joint Assembly /City Council work session on Tuesday, October 16 at 7:30 p.m. in the Borough conference room; and a regular meeting on Thursday, October 18, at 7:30 pm in the assembly chambers.
