06/07/2001 RMA regular meeting of the Kodiak Island Borough Assembly was held June 7, 2001 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Captain Dave Davis of the Salvation Army, followed by the Pledge of Allegiance. There were present: Mayor: Gabrielle LeDoux Assemblymembers: Tom Abell Tuck Bonney Pat Branson Robin Heinrichs comprising a quorum of the Assembly; and Pat Carlson, Manager Judi Nielsen, Borough Clerk Nova Javier, Assistant Clerk APPROVAL OF AGENDA RAZO, moved to approve the seconded by BRANSON agenda. VOTE ON MOTION TO APPROVE MOTION CARRIED APPROVAL OF MINUTES None. AWARDS AND PRESENTATIONS A. Proclamations CITIZENS' COMMENTS Regular Assembly Meeting June 7, 2001 KODIAK ISLAND BOROUGH Regular Assembly Meeting June 7, 2001 Greg Razo Wayne Stevens Darlene Turner Unanimous voice vote Mayor LeDoux proclaimed June 10 -16, 2001 "Filipino - American Heritage Week" urging all citizens to participate in the festivities celebrating the rich heritage and traditions of the Philippine Islands. Jesse Vizcocho, Nita Nicolas, and Fely Quintana of the Filipino- American Association accepted the proclamation. Jesse Vizcocho, City Councilmember, invited the Mayor, the Assembly, and the community to join in the festivities celebrating the rich Filipino heritage and traditions. REGULAR MEETING ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES AWARDS AND PRESENTATIONS PROCLAMATIONS FILIPINO - AMERICAN HERITAGE WEEK CITIZENS' COMMENTS Volume XXVII Page 20 Manager Carlson said the rezone provided screening between the emerging residential use on Selief Lane and the light industrial use at the adjacent Municipal Airport. Mayor LeDoux called for public testimony; hearing and seeing none, she reconvened the regular meeting. VOTE ON MOTION TO ADOPT Ayes: Noes: MOTION CARRIED Unanimous B. Ordinance No. 2001 -10 Levying Taxes on All Taxable ORDINANCE Real and Personal Property Within the Kodiak Island NO. 2001 -10 Borough for the Expenses and Liabilities of the Kodiak Island Borough for the Fiscal Year Commencing on the First Day of July 2001 and Ending on the Thirtieth Day of June 2002 (2002 Fiscal Year Budget) . RAZO, seconded by BRANSON Manager Carlson said the substituted version was presented at the work session to reflect the minor amendments requested by the Assembly. TURNER, moved to amend Ordinance seconded by BRANSON No. 2001 -10 by substitution. VOTE ON MOTION TO AMEND Ayes: Noes: MOTION CARRIED Mayor LeDoux called for public testimony; seeing none, she reconvened the regular m Assemblymember Stevens noted that 68% of budget was appropriated to education. Assemblymember Branson thanked Manager Carlson and Finance Director Short for a great budget. She was pleased that the Shuyak Fund was not touched. Assemblymember Turner thanked Manager Carlson and staff for a budget that fully funded education and non - profits. Bonney, Branson, Heinrichs, Razo, Stevens, Turner, Abell None Unanimous hearing and eeting. the Borough Volume XXVII Page 22 Manager Carlson said he, Superintendent Betty Walters, and Borough general accountant Mary Munk reviewed the two bids received and recommended awarding the contract. Assemblymember Turner appreciated the way the contract was evaluated and felt this was a good way to do business. Assemblymember Razo agreed that third party involvement allowed an unbiased decision and avoided impropriety. VOTE ON MOTION TO APPROVE Ayes: Noes: None MOTION CARRIED Unanimous B. RESOLUTIONS RESOLUTIONS 1. Resolution No. 2001 -30 Supporting Historical RESOLUTION Port of Landing Requirements in any new Gulf of NO. 2001 -30 Alaska Federal Groundfish Rationalization Program. TURNER, moved to adopt Resolution seconded by HEINRICHS No. 2001 -30. Manager Carlson said the desire was that fish caught in Kodiak waters would land in the Kodiak community. He asked for an amendment to change the port of landing to community landing. Assemblymember Branson thanked Assemblymember Bonney for bringing the resolution to the Assembly. BONNEY, moved to amend Resolution seconded by BRANSON No. 2001 -30 by replacing the words: "Port of" with the word: "Community" in the title. TURNER, seconded by BRANSON ROLL CALL VOTE ON MOTION Ayes: Noes: MOTION CARRIED CITIZENS' COMMENTS ASSEMBLYMEMBER COMMENTS Regular Assembly Meeting June 7, 2001 Stevens, Turner, Abell, Bonney, Branson, Heinrichs, Razo moved to confirm the mayoral appointment of Remigio Marasigan to a term to expire December 31, 2003 on the Providence Kodiak Island Mental Health Center Advisory Board. Turner, Abell, Bonney, Branson, Heinrichs, Razo, Stevens None Unanimous Mike Milligan phoned to thank Senator Alan Austerman and Representative Gary Stevens for increasing education funding. He felt the Borough was well - managed and he thanked the Assembly for their representation. Assemblymember Razo appreciated Captain Davis and Don Roberts for volunteering as crossing guards. Assemblymember Abell felt the budget process went very well. He thanked Representative Stevens and Senator Austerman for the additional education funding. ORDINANCES FOR INTRODUCTION OTHER ITEMS PROVIDENCE KODIAK ISLAND MENTAL HEALTH CENTER ADVISORY BOARD APPOINTMENT CITIZENS' COMMENTS ASSEMBLYMEMBER COMMENTS Volume XXVII Page 25 Assemblymember Turner congratulated the graduating high school class. She thanked Captain Davis for volunteering. She thanked Manager Carlson and staff for an excellent budget. She wished the Filipino- American Association success in their heritage week -long celebration. Assemblymember Stevens felt this was a straightforward, deliberative, and excellent budget. He encouraged the public to attend the Alaska Housing Finance Committee meetings June 26 -27 to learn more about rural home loan programs. Assemblymember Bonney thanked Scot Cummings of Culinary Horizons for catering the North Pacific Fisheries Management Council (NPFMC) reception. He thanked Dave Woodruff of Alaska Fresh Seafood, Tim Blott of Cook Inlet Seafood Processing of Alaska, Mitch Kilborn of Western Alaska Fisheries, and John Gardner of North Quest Seafood for donating seafood. He emphasized the value of the resolution passed regarding fish caught in Kodiak waters and continuous delivery in this community. Assemblymember Heinrichs felt the Borough had a lot to be thankful for. He complimented Manager Carlson noting the huge contrast in adopting this budget compared to previous years. Mayor LeDoux announced the Assembly would meet in a work session Thursday, June 14 at 7:30 p.m. in the Borough conference room and a regular meeting Thursday, June 21 at 7:30 p.m. in the assembly chambers. The joint Assembly/ Council work session scheduled for June 19 was canceled. She invited the public to join her and the Assembly for cake to celebrate Assemblymember Turner's birthday.
