04/19/2001 RMA regular meeting of the Kodiak Island Borough Assembly was held April 19, 2001 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Captain Dave Davis of the Salvation Army, followed by the Pledge of Allegiance. Student of the Month Mayor LeDoux presented the Student of the Month Award to Ivan Christiansen, a junior at Old Harbor School. C. Employee of the Quarter Manager Jensen asked to postpone the presentation to the next regular meeting. D. Presentation to Outgoing Manager Jensen Mayor LeDoux presented a plaque and jacket to outgoing manager Dave Jensen thanking him for his excellent leadership and outstanding service to the Borough. CITIZENS' COMMENTS Rick Walberts supported funding the school district's music programs even if property taxes had to be raised. He thanked the Assembly for their consideration. Jim Nestic, Old Harbor mayor, phoned in support of the development of a fuel tank farm in Old Harbor. Regular Assembly Meeting April 19, 2001 APPROVAL OF MINUTES AWARDS AND PRESENTATIONS PROCLAMATIONS NATIONAL VOLUNTEER WEEK NATIONAL "TAKE OUR DAUGHTERS TO WORK DAY" MUNICIPAL CLERKS WEEK STUDENT OF THE MONTH EMPLOYEE OF THE QUARTER PRESENTATION TO OUTGOING MANAGER JENSEN CITIZENS' COMMENTS Volume XXVI Page 266 Lorie Phillips supported raising taxes to fund education. Stephanie Myrick and Aaron Dey phoned in support of additional funding for education. COMMITTEE REPORTS Assemblymember Branson reported that the Alaska Municipal League (AML) Revenue and Finance subcommittee would meet next week via teleconference. Assemblymember Razo said the last meeting of the School District Budget Committee was held on April 16. The meetings were a good learning experience and he was pleased to have attended. Assemblymember Abell did not attend the last Architectural Review Board meeting; however, he noted the High School Roof Replacement Project plan was 100% complete. Mayor LeDoux attended the Kodiak Launch Complex Advisory Group (KLCAG) meeting on April 10. She noted the military rocket launch scheduled in June was canceled and the next scheduled launch would be on August 24, 2001. PUBLIC HEARING A. Ordinance No. 2001 -11 Amending Title 2 Administration and Personnel of the Kodiak Island Borough Code of Ordinances by Amending Section 2.17.020 General Rules. RAZO, moved to adopt Ordinance seconded by BRANSON No. 2001 -11. In response to Manager Jensen, Clerk Nielsen said this allowed the current edition of Roberts' Rules of Order to govern the Assembly. Mayor LeDoux called for public testimony; hearing and seeing none, she reconvened the regular meeting. Ordinance No. 2001 -12 Amending Title 18 Borough Real Property of the Kodiak Island Borough Code of Ordinances by Amending Section 18.20.060 Applications. Regular Assembly Meeting April 19, 2001 COMMITTEE REPORTS PUBLIC HEARING ORDINANCE NO. 2001 -11 ORDINANCE NO. 2001 -12 Volume XXVI Page 267 BRANSON, moved to adopt Ordinance seconded by HEINRICHS No. 2001 -12. In response to Manager Jensen, Clerk Nielsen said this clarified that fees were based on the Borough Fee Schedule. Mayor LeDoux called for public testimony; hearing and seeing none, she reconvened the regular meeting. VOTE ON MOTION TO ADOPT Ayes: Bonney, Branson, Heinrichs, Razo, Stevens, Abell Noes: None Absent: Turner MOTION CARRIED Unanimous BOROUGH MANAGER'S REPORT Manager Jensen received 13 inquiries from prospective bidders for the High School Roof Replacement Project, which included the classroom building, voc -ed wing, and the shipping and receiving building. Seven bear -proof dumpsters were purchased to be distributed throughout the Borough. He felt Assessor Carlson would do a great job as the new manager. He thanked the Assembly and the community for the time he served as the manager. He would keep in touch and wished the Assembly and community well. MESSAGES FROM THE Assessor Carlson thanked the Assembly and the citizens of MAYOR the Borough for hiring him and he planned to keep the momentum and efficiency in serving as the Borough manager. MESSAGES FROM THE BOROUGH MAYOR Mayor LeDoux wished Manager Jensen and his wife Alice the best in the future. She looked forward to a good working relationship with Assessor Carlson as the new manager. She heard at the North Pacific Fisheries Management Council Conference that fishing fleets would be allowed to fish for the remainder of the year. She encouraged citizens impacted by the Steller sea lion protective action to fill out the survey forms from the Southwest Alaska Municipal Conference (SWAMC). She recognized the efforts of the village students who came to Kodiak to develop a website. She would attend the opening of the Alutiq Museum in Ouzinkie. Regular Assembly Meeting April 19, 2001 MANAGER'S REPORT Volume XXVI Page 268 She was uncomfortable with environmental concerns at the Kodiak Launch Complex (KLC) and hoped the KLC Advisory Group would address those concerns. She encouraged the residents to speak to the Borough's fiscal year 2002 Budget. UNFINISHED BUSINESS UNFINISHED BUSINESS None. NEW BUSINESS NEW BUSINESS A. CONTRACTS CONTRACTS 1. Contract No. 2001 -06 Authorizing the Borough CONTRACT Manager to Enter into an Agreement on behalf of NO. 2001 -06 Providence Kodiak Island Medical Center for a Financial Analysis and Community Needs Assessment. RAZO, moved to approve Contract seconded by BRANSON No. 2001 -06. Manager Jensen said the state offered $54,000 for a financial analysis and community needs assessment for the potential designation of Providence Kodiak Island Medical Center (PKIMC) as a critical access. Because of the relationship between the Borough and PKIMC, the State required the Borough to act as the contractor. Resolution No. 2000 -15A Amending Resolution No. RESOLUTION 2000 -15 Establishing Fees of the Kodiak Island NO. 2001 -15A Borough to Waiver Fees for Disposal of Junk Vehicles During Spring Clean -up. STEVENS, moved to adopt Resolution seconded by BRANSON No. 2001 -15A. Manager Jensen said this annual waiver of fees for junk vehicle disposal during the spring clean -up and was effective May 4 through May 11, 2001. Assemblymember Stevens encouraged the community to participate in spring clean -up day, May 5. Manager Jensen said this designated Duane Dvorak, Community Development Director, as the administrative official during the temporary absence of the Manager. Assemblymember Bonney felt Director Dvorak would do a great job serving as the administrative official. Manager Jensen said the Planning and Zoning Commission found this request appropriate and necessary. HEINRICHS, seconded by BRANSON Manager Jensen said this would permit development of a fuel tank farm project jointly sponsored by the City of Old Harbor and the Alaska Village Electric Cooperative to provide needed petroleum storage in Old Harbor. Assemblymember Stevens felt this supported economic development for Old Harbor. Assemblymember Razo saw a direct benefit to the Old Harbor school. HEINRICHS, seconded by STEVENS Manager Jensen said this would permit a fuel dispensary and auto repair facility to be established in the new town portion of Old Harbor. Oath of Office to Pat Carlson as the Kodiak Island Borough Manager. Clerk Nielsen administered the oath of office to newly - hired manager, Pat Carlson. CITIZENS' COMMENTS None. ASSEMBLYMEMBER COMMENTS Assemblymember Razo congratulated Ivan Christiansen as Student of the Month. He encouraged residents to express their opinions on education funding. Assemblymember Abell encourage residents to support education funding. He felt the school district had a good education program compared to others. He suggested using Shuyak funds for school maintenance funding. He thanked Manager Jensen for doing a great job in Kodiak and welcomed Assessor Carlson as the new manager. Assemblymember Stevens congratulated Ivan Christiansen. He wished Manager Jensen the best on his new job and welcomed Assessor Carlson as the new manager. He urged the community to support fishing, aerospace, and other industries that help diversify Kodiak's economy. Regular Assembly Meeting April 19, 2001 OTHER ITEMS MOVING EXPENSES FOR PROPERTY APPRAISER OATH OF OFFICE TO NEWLY -HIRED MANAGER CITIZENS' COMMENTS ASSEMBLYMEMBER COMMENTS Volume XXVI Page 272 Assemblymember Branson congratulated Ivan Christiansen. She thanked Manager Jensen for his service to the Borough and welcomed Assessor Carlson as the new manager. She encouraged citizens to speak to the Borough budget. Assemblymember Bonney felt the schools needed level funding and encouraged residents to call him to express their views. He opposed Senate Bill 165 because it would adversely affect the fishing industry and cannery workers. Assemblymember Heinrichs thanked Captain Davis for volunteering and commended all volunteers for their time, effort, and cheerful attitude. He appreciated the clerk's excellent support and relationship to the Assembly. He wanted to hear public comments about Senate redistricting. Manager Jensen wholeheartedly supported Assessor Carlson and felt the Assembly made an excellent choice. He said Assessor Carlson's strong background with the Borough was an asset in fulfilling his new role as Borough Manager. Mayor LeDoux announced that the Assembly would meet in a work session Thursday, April 26 at 7:30 p.m. in the Borough conference room; a work session on Tuesday, May 1 at 7:30 p.m. in the Borough conference room; and a regular meeting on Thursday, May 3, at 7:30 p.m. in the Assembly chambers. In response to Clerk Nielsen, the Assembly moved the April 26 work session to May 1. Mayor LeDoux announced that a presentation by NASA on the August 31, 2001 Kodiak STAR Launch was scheduled at a public forum on Tuesday, April 24 at 7:30 p.m. in the Assembly chambers. There would be a question and answer period following the presentation. NASA representatives would be available outside the Assembly chambers during the day to share information and answer questions. High School Roof Replacement Project Cost Estimate - a matter that the immediate public knowledge of which would tend to affect adversely the finances of the Borough. At 9:02 p.m. Mayor LeDoux reconvened the regular meeting and announced that no action would be taken as a result of the executive session.
