Stevens Assemblymembers: Tom Abell Scott Arndt Pat Branson Absent: Tuck Bonney VOTE ON MOTION TO EXCUSE MOTION CARRIED APPROVAL OF AGENDA ARNDT, seconded by HEINRICHS VOTE ON MOTION TO APPROVE Regular Assembly Meeting October 21, 1999 KODIAK ISLAND BOROUGH Regular Assembly Meeting October 21, 1999 A regular meeting of the Kodiak Island Borough Assembly was held October 21, 1999 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Rachel Pence of the Baptist Mission, followed by the Pledge of Allegiance. There were present: ROLL CALL Dave Jensen, Manager Judi Nielsen, CMC, Clerk Patti Kirkpatrick, Deputy Clerk Robin Heinrichs Wayne Stevens Greg Spalinger comprising a quorum of the Assembly; and STEVENS, moved to excuse seconded by ARNDT Assemblymember Bonney. Unanimous voice vote moved to approve the agenda. REGULAR MEETING APPROVAL OF AGENDA Volume XXV Page 189 MOTION CARRIED Unanimous voice vote APPROVAL OF MINUTES A. Kodiak Island Borough Assembly regular meetings of September 2, and September 28, and Special Meeting of September 30, 1999. BRANSON, seconded by HEINRICHS VOTE ON MOTION TO APPROVE MOTION CARRIED AWARDS AND PRESENTATIONS moved to approve the minutes of September 2, 28, and 30, 1999. Unanimous voice vote A. Students of the Month STUDENTS OF THE MONTH Mayor Stevens presented Student of the Month Awards to Patty Conley, a junior at Port Lions School, and to Abner Nelson, a tenth grade student enrolled in the School District Correspondence Program. Mayor Stevens proclaimed the week of October 17 -23, 1999 as National School Bus Safety Week urging the community to recognize the school bus drivers, the school district, and private school bus contractors like Laidlaw Transit, Inc. for their efforts in providing safe transportation to our children, and to do their part by driving carefully. CITIZENS' COMMENTS A. Agenda Items Not Scheduled For Public Hearing and General Comments. Roger Reddekopp was not opposed to a garbage fee rate increase; however, he urged the Assembly to try to solve the landfill problems by creating a solid waste plan. She suggested the Assembly contact King County, Washington for more information on waste reduction incentive programs. She said it was never to late to educate the public on waste reduction. She urged the Assembly to create and implement a waste reduction plan before raising garbage rates. COMMITTEE REPORTS Assemblymember Stevens reported that Providence Kodiak Island Medical Center passed the final stage of accreditation with JACO. PUBLIC HEARING None. MESSAGES FROM THE INTERIM MANAGER Manager Jensen reported on his trip to Anchorage where he learned that the snow crab closure could have severe impact on Kodiak. He would continue to provide updates to the Assembly. Manager Jensen said Akhiok repaired their two generators and they were working to resolve their trouble with the credit agency. MESSAGES FROM THE BOROUGH MAYOR MESSAGES FROM THE MAYOR Mayor Stevens appointed Assemblymember Branson to fill outgoing Assemblymember Stevens' assembly seat on the hospital advisory board. Resolution No. 99 -10A Amending Resolution RESOLUTION No. 99 -10 Establishing Fees of the Kodiak NO. 99 -10A Island Borough for Fiscal Year 1999 to Reflect Amended Solid Waste Collection and Disposal Rates. STEVENS, moved to adopt Resolution seconded by BRANSON No. 99 -10A. Manager Jensen recommended adopting Resolution No. 99 -10A. Assemblymember Arndt noted many questions raised by the waste rate study were unanswered. He wanted a long -term solid waste reduction plan created and implemented prior to raising rates. ARNDT, seconded by ABELL Noes: None Absent: Bonney Regular Assembly Meeting October 21, 1999 moved to postpone Resolution No. 99 -10A to December 2, 1999. Manager Jensen thought it was appropriate to discuss long -term solid waste reduction at future work sessions. Assemblymember Arndt wanted to postpone the Resolution to December 2 because the assembly would be traveling to the Alaska Municipal League (AML) Conference and Resource Development Council (RDC) Conference in November. Assemblymember Branson agreed and requested the funding numbers from additional grants. Resolution No. 99 -23 Ratifying and RESOLUTION Certifying the Results of the Municipal NO. 99 -23 election Held October 5, 1999. ARNDT, moved to adopt Resolution seconded by HEINRICHS No. 99 -23. Resolution No. 99 -24 Adopting a Capital RESOLUTION Improvement Program for Fiscal Years 2001- NO. 99 -24 2005 and Establishing a Capital Improvement Projects Priority List. SPALINGER, moved to adopt Resolution seconded by BRANSON No. 99 -24. In response to Assemblymember Branson, Mayor Stevens read the Capital Improvement Projects Priority List into the record. Mayor Stevens presented a plaque to Wayne Stevens for his service to the community while serving as an Assemblymember. ASSEMBLYMEMBER COMMENTS Assemblymember Spalinger congratulated the hospital on their JACO accreditation. He thanked Assemblymember Stevens for his guidance over the last year. Assemblymember Branson congratulated the Students of the Month and the newly - elected Assemblymembers. She would miss Assemblymember Stevens as she appreciated his common sense approach and business background. Assemblymember Stevens appreciated the kind words and said he would remain involved in the government process. He saw a tremendous opportunity for economic growth and felt the airport opportunity should continue to be discussed. He wished the Assembly well. Assemblymember Heinrichs congratulated the Students of the Month and hospital. He enjoyed working with him on various special projects and would miss his resourcefulness. He said it was hard to replace someone who had a grasp of how to display the community in a good light. In response to Assemblymember Heinrichs, Mayor Stevens said the Borough attorney advised him that the mediator expected a response from HTE soon. In response to Assemblymember Heinrichs, Mayor Stevens asked the manager to provide an update on the Larsen Bay tax foreclosure at the next work session. Assemblymember Abell congratulated the Students of the Month, welcomed Sgt. Turner aboard, and thanked Assemblymember Stevens for his help over the last three years. Assemblymember Abell reported that the BMX track would be prepared for winter use. He hoped the track would be ready next spring for races. Assemblymember Arndt congratulated the Students of the Month, the hospital, the winners and losers of the municipal election, and he welcomed Darlene Turner aboard. He was sorry to see Assemblymember Stevens leave and wished him well. Mayor Stevens announced that the assembly would meet in a special meeting on Tuesday, October 12, at 7:30 p.m. in the borough conference room and a work session on Thursday, October 14, 1999 at 7:30 p.m. in the borough conference room. The next regular assembly meeting would be held Thursday, October 21, 1999 at 7:30 p.m. in the assembly chambers.
