08/12/1999 SMA special meeting of the Kodiak Island Borough Assembly was held August 12, 1999 in the Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. There were present: ROLL CALL Mayor: Gary L. Stevens, presiding Assemblymembers: Tom Abell Scott Arndt Tuck Bonney Pat Branson comprising a quorum of the Assembly; and Judi Nielsen, CMC, Clerk ITEM OF BUSINESS 1. Matters Pertaining to Manager Hire. MANAGER HIRE BRANSON, seconded by STEVENS VOTE ON MOTION Ayes: Arndt, Branson, Heinrichs, Stevens Noes: Abell, Bonney, Spalinger MOTION CARRIED 4 Ayes, 3 Noes Mayor Stevens recessed the special meeting at 7:35 p.m. and invited the Borough Clerk to join the Assembly in executive session. Special Assembly Meeting August 12, 1999 KODIAK ISLAND BOROUGH Special Assembly Meeting August 12, 1999 Robin Heinrichs Greg Spalinger Wayne Stevens moved to convene into executive session to discuss the manager hire. SPECIAL MEETING Volume XXV Page 173 At 8:40 p.m. Mayor Stevens reconvened the special meeting and announced that no action was taken as a result of the executive session. Mayor Stevens noted the Assembly would interview, Ms. Freed, Mr. Jensen, Mr. Mulloy, Mr. Pefferman, and Mr. Walker in person. He directed the clerk to contact all ten applicants and to begin the background check of each finalist. It was decided not to completely eliminate Bettridge and Wilburn in case one of the five finalist withdrew. Clerk Nielsen clarified the four out -of -town applicants would arrive on August 26, and leave on August 29. Mayor Stevens asked the assembly to do the personal /business reference checks. Assemblymembers Arndt and Spalinger would be unavailable. After further discussion, Mayor Stevens said he would check Ms. Freed's references; Assemblymember Branson Mr. Jensen's; Assemblymember Abell Mr. Mulloy's; Assemblymember Heinrichs Mr. Walker's; and Assemblymember Stevens Mr. Pefferman's. Mayor Stevens asked the Assembly to have their notes available for a brief work session Tuesday, August 24, 1999. Clerk Nielsen advised that Hire of Alaska of Anchorage or Employment Screening Services of California could perform the background checks. There was general consensus to use Hire of Alaska.
