Assembly was held June 12, 1999 in the Conference
Room of the Kodiak Island Borough Building,
710 Mill Bay Road. The meeting was called to order
at 9:00 a.m.

At 9:07 a.m., Mayor Stevens recessed the special
meeting and convened the executive session.
At 10:20 a.m., Mayor Stevens reconvened the special
meeting and announced that no action was taken during
the executive session.
STEVENS, moved to appoint Linda L.
seconded by ARNDT Freed as interim manager
of the Kodiak Island
Borough.
Assemblymember Stevens relayed the tasks at hand
during the next 30 -90 days as: 1) prepare and review
the manager job description, 2) review the evaluation
process, 3) review the process of utilizing the
Borough's legal firm, and 4) review and define the
internal and external leadership expectations.
Assemblymember Heinrichs felt Ms. Freed would create
stability with staff and set a direction for the
Borough.
Mayor Stevens said this would more fully vest the
Borough manager responsibilities to Ms. Freed. The
tasks would be reviewed and the Assembly move through
the 30 -90 period to permanently fill the position.
