Special Assembly Meeting
February 26, 2004
A special meeting of the Kodiak Island Borough Assembly was held February 26,
2004 in the Borough Conference Room at 710 Mill Bay Road. The meeting was
called to order at 8:56 p.m.
Present were Mayor Gabrielle LeDoux, Assemblymembers Tom Abell, Tuck Bonney,
Pat Branson, Robin Heinrichs, Cecil Ranney, Wayne Stevens, and Nancy Wells.
Staff present were Manager Pat Carlson, Clerk Judi Nielsen, and Assistant
Clerk Laura Casey.
CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING
A. Contract rtment of Fish and Game Building nonpNearsIsland. Proposal for
an Alaska Department
HEINRICHS moved to approve Contract No. 2004 -11 for the Production of a
Concept Design Proposal for an Alaska Department of Fish and Game Building
on Near Island, seconded by BONNEY
Manager Carlson said the Kodiak Island Borough received a $200,000
Legislative Grant to investigate and provide the necessary background studies
that might lead to a new ADF &G building. With the help of ECI /flyer
Architects, a brochure identified a building footprint and site location map.
This locates the potential structure adjacent to the Kodiak Fisheries
Research Center on Near Island.
In responses to Assemblymember Stevens, he said the design would be within
the requirements of the code.
Mayor LeDoux noted a presentation from Main Street Kodiak that suggested
adding on to the existing Fish and Game building. Manager Carlson said that
was an option, but their preference was that Fish and Game be located on the
Kodiak Fisheries Research Center campus.
Sandy Solenbercer of Main Street Kodiak expressed her concerns on whether
this alternative has been fully evaluated. She reiterated that the City
gave the Borough land for additional parking.
STEVENS moved to amend the motion by adding the words: "by granting a sole
source contract to ECI /Hyer, Inc. in the amount of $46,000 ", seconded by
BONNEY

Branson, Heinrichs, Ranney, Stevens, Wells
