A special meeting of the Kodiak Island Borough Assembly was held January 22,

order at d 7:31 p.m. Borough Building,
Present were Mayor Gabrielle LeDoux, Assemblymembers Tom Abell, Tuck Bonney,
Cecil Ranney, and Wayne Stevens. Staff present were Manager Pat Carlson,
Clerk Judi Nielsen, and Assistant Clerk Laura Casey.
STEVENS moved to excuse Assemblymembers Pat Branson, Robin Heinrichs, and
Nancy Wells, seconded by BONNEY
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING
A. Resolution No. 2004 -05 Requesting that the State of Alaska Department of
Natural Resources Allow Additional Time for Community Comment on the
Draft Kodiak Area Plan for State Lands and Provide for a Future Sub -Unit
Planning Process for Areas K -73, K -74, and K -75.
STEVENS moved to adopt Resolution No. 2004 -05, seconded by BONNEY
Assemblymember Bonney said this was necessary to work on a plan that would
protect both recreation use and grazing.
In response to Assemblymember Stevens, Manager Carlson said these areas were
classified as general use by DNR. If DNR accommodates the request it would
allow the Borough to expand the uses. He said this would also allow time for
the Planning and Zoning Commission as well as the Parks and Recreation
Commite to work on heard t from the other areas. He

B. Resolution No. 2004 -06 Supporting the Development and Construction of a
Fiber Optic Line to Kodiak.
BONNEY moved to adopt Resolution No. 2004 -06, seconded by ABELL
Assemblymember Abell said it would be appropriate to present this Resolution
to SWAMC.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Bonney, Ranney, Stevens, Abell
ADJOURNMENT
There being no objection, the meeting was adjourned at 7:47 p.m.
